BP. Union Carbide. Chisso. Each of these corporations was supremely confident of its financial security…until it caused an environmental disaster. 

Formosa cannot afford to ignore the damage it has done to Vietnam. The world now knows about the untreated wastewater dumped into the ocean by your steel factory at Ha Tinh. People everywhere are demanding justice for the thousands of tourist workers and fishermen out of work, and the many patients hospitalized for eating tainted fish. The images of the beaches and waters swarming with dead, bloated sea life should sicken anyone with a conscience.

The pressure upon Formosa will only continue to grow, as consumers and stakeholders unite and speak out, bound by their common humanity.

Please do the right thing, and do it now. Acknowledge responsibility. Apologize to the people of Vietnam. Begin the clean up immediately.

TORRANCE, CA-May 22, 2016-A mass fish kill has devastated over 200 miles of Vietnam’s coastline. International observers agree the responsible party is Taiwanese-owned Formosa Ha Tinh Steel, a unit of Formosa Plastics Group. Since early April, Formosa has released toxic wastewater into the ocean off Ha Tinh province. The Vietnamese government has covered up for Formosa and violently suppressed public protest. The U.S.-based Vietnamese Buddhist Youth Association urges the world’s nations to demand transparency from the Vietnamese government and support the right of Vietnamese people to peacefully protest this threat to their health and livelihood.

Hundreds of thousands of tons of dead marine creatures choke the waters off the central coast of Vietnam, from Ha Tinh to Da Nang. The kill includes rare species typically found miles offshore in deep waters. Many Vietnamese have been sickened by eating toxic fish. Thousands of fishermen and tourist industry workers are out of work. Citizens from Hanoi to Saigon have attempted to peacefully protest Formosa’s negligence. The Vietnamese government has responded by harassing and abusing protestors, including woman and children. Violent attacks on demonstrators have been documented.
We, the Vietnamese Buddhist Youth Association of America, issue the following four statements and demands:

1)  The Formosa company has committed an egregious crime of environmental ruin. It has destroyed not just sea life but also the lives of Vietnamese citizens who rely on the sea for their subsistence. Formosa should immediately halt the release of untreated wastewater. If the pollution cannot be stopped at once, the plant should shut down permanently. Formosa should issue the Vietnamese people a formal apology.

2) The Vietnamese government has been complicit with Formosa and has failed to safeguard the health of its people and environment. We demand transparency, including expedited testing of the seawater to determine the contaminants and extent of the damage. The government should promptly initiate legal proceedings against Formosa.

3) The Vietnamese government has repressed citizens holding peaceful protests. Such protests are legal and protected by the Vietnamese constitution. The people should be neither oppressed nor ignored, but listened to and respected.

4) We believe that public attention, both within and outside Vietnam, can help persuade the Vietnamese government to address the pollution crisis and treat its citizens justly. We encourage intellectuals, artists and journalists in Vietnam and abroad to support each other and speak out. We especially encourage our counterparts in Vietnam—students and young Buddhists—to speak out against persecution and government-sanctioned terrorism. Young people are the power and future of Vietnam.

In the fall of 1965, a Marine helicopter pilot rescued a fishing family off Van Tuong Peninsula. The pilot seeks the survivors, if any. There will be no money or publicity involved; simply an opportunity to acknowledge the joy that lives were saved that day.                                          RỪNG MẮM 

            Đất nước Việt-nam cứ mỗi năm dài thêm ra được độ chừng 20 thước vì được bồi bởi đất phù sa của giòng sông Cửu-Long tại vùng Năm Căn, Cà Mau...
            Vùng đất mới được bồi thêm vì quá gần Biển Đông nên đất còn chứa nhiều "nước mặn phèn chua" vì vậy không một loại cây nào có thể sống được ngoại trừ cây Mắm.
            Cây Mắm làm nhiệm vụ hút hết "nước mặn phèn chua" rồi gục chết và làm phân bón cho một loài cây khác là cây Tràm.
            Cây Tràm làm tiếp nhiệm vụ được giao là hút sạch "nước-mặn + phèn-chua còn sót lại" và giữ nước do những cơn mưa mùa và nước ngọt từ giòng sông Cửu-long + biển-hồ Tonlésap chảy ngang qua trước khi xuôi giòng ra biển.
            Vài trăm năm sau những người di dân đã đến vùng đất này, thấy đất đã thuần có thể trồng trọt được nên kéo nhau đến định cư và bắt đầu khai-hoang chặt bỏ cây Tràm để trồng trọt sinh sống.
            Dân khai hoang lúc đầu lưa thưa, năm ba người, nhưng càng về sau càng đông và những Ruộng Lúa + Vườn Cây ăn trái đã thành Trù-phú như hôm nay chúng ta đã thấy...
            Trước năm 1975, khi đi hành quân ngang qua cánh đồng mênh mông lúa chín và xa xa là những vườn cây ăn quả, tôi lặng người sửng sờ trước một cái trũng nước rộng đường kính độ chừng vài chục thước, và thấy còn sót lại năm ba cây Mắm bên cạnh  gần chục cây Tràm dưới đáy trũng nước u buồn, xa xa là vườn cây xanh mát, xung quanh là cánh đồng lúa chín reo vui và tôi ngậm ngùi cất bước ... ./.

THE FRONTIER FOREST
Viet Nam, our beloved homeland, gets a bit longer every year, about 20 meters or so because of alluvial deposits from the Mekong River in Ca Mau- the Southern most part of the country.
            Due to its close proximity to the East Sea, the new land contains high level of "alum salt water" or salinity level and thus is unable to sustain plant life, except for Cây Mắm.
            Cây Mắm extracts the “alum salt” or salinity from the water and then dies to become fertilizer for other crops – Cây Tràm.
            Cây Tràm then does the remaining task of cleaning up the leftover salty water.  It also holds rain water and stores fresh water from the Mekong River. This fresh water originates from Tibet and runs through Biển Hồ - Tonlesap in Cambodia before flowing out to the sea in Vietnam.
            For hundreds of years afterwards, immigrants encountering this land saw that it was tillable, settled there and began chopping down the CâyTràm for more profitable farming.
            The settlers were few at first being four or five persons but many went later to plant prosperous rice fields and orchards seen today.
            Before 1975, when marching through the vast fields of grains and viewing the orchards from a distance, I was stunned to see a still pond that had a few CâyMắm with a dozen or so CâyTràm side by side- standing endless in time.  Nowadays, the land is as green as a mat, surrounded by orchards and dancing rice fields. I mournfully walk by- such is the way of life.

BẢN LÊN TIẾNG
của TẬP THỂ GIA ĐÌNH PHẬT TỬ VIỆT NAM TẠI HOA KỲ
về thảm trạng nhiễm độc vùng biển miền Trung
và rải rác nhiều nơi trên toàn quốc Việt Nam.


Hiện nay, người dân Việt Nam trong ngoài nước đang sôi sục trước hiện tượng cá chết hàng loạt từ đầu tháng Tư 2016 dọc theo bờ biển trải dài từ Hà Tỉnh xuống Quảng Bình, Quảng Trị, Thừa Thiên-Huế và nay lan đến Quảng Nam - Đà Nẵng do nguồn thải chất độc từ Công Ty luyện kim Formosa, nằm trong khu kinh tế Vũng Áng, Hà Tĩnh, do Tập đoàn người Đài Loan và Hoa Lục điều hành. 


Tình trạng ô nhiễm biển trầm trọng này, có nguy cơ lan rộng thêm, không những tàn hại trực tiếp và khốc liệt lên nguồn lương thực hải sản lớn lao của đồng bào, mà còn gây mất mát, đình trệ công ăn việc làm thuộc nhiều ngành nghề khác, đe dọa môi trường sống của con người, các sinh vật, thực vật, và sẽ còn di hại lâu dài về sau. 


Trước thảm trạng đe dọa sinh mạng và cuộc sống của mình cũng như con cháu chúng ta về sau như thế, người dân cả nước, nhất là ở Hà Nội và Sài Gòn, đã xuống đường biểu tình ôn hoà phản đối Công Ty Formosa và đòi hỏi Nhà Nước Việt Nam phải có thái độ thích đáng để cứu dân. Nhưng tệ hại thay, Nhà Nuớc đã không mảy may đoái hoài đến nguyện vọng chính đáng của dân mà còn thẳng tay đàn áp dã man, bắt bớ, giam cầm, đánh đập không nương tay dù người biểu tình là phụ nữ và trẻ em. 


Cùng với nhân loại trên thế giới đang bức xúc sâu xa khi nghe và thấy, qua những phương tiện truyền thông, cảnh cá chết đầy dãy, cảnh Công An, Thanh niên xung phong và côn đồ Nhà Nước trá hình đàn áp phi lý và phi nhân. Hàng trăm, hàng nghìn người dân Việt đang cất cao tiếng nói công chính và khát vọng sống còn của cả dân tộc, chúng tôi toàn thể Lam viên của tổ chức Gia Đình Phật Tử Việt Nam tại Hoa Kỳ nhận định rằng: 


  1. Sự phá hoại môi sinh biển với mức độ trầm trọng của Formosa là một tội ác hủy diệt con người và các nguồn sống chung của địa cầu trong thời đại văn minh tiến bộ. 


  1. Sự im lặng làm ngơ của Nhà Nước trước hành động phá hoại môi sinh biển của Formosa là một hành động bao che, dung túng ngoại nhân; đó cũng là một tội ác đối với nhân dân, và sẽ là vết dơ muôn đời không sao gột rữa được trong dòng sử Việt Nam.


  1. Hành động biểu tình ôn hòa của đồng bào khắp các tỉnh Việt Nam phản đối Formosa và đòi hỏi Nhà Nước phải có biện pháp cứu dân cấp thời là hành động chính đáng, hợp hiến, hợp pháp, và hợp lương tri con người. 


  1. Hành động đàn áp người dân biểu tình chứng tỏ Nhà Nước vừa ươn hèn, khiếp nhược trước sự tung tác của ngoại nhân, coi thường chủ quyền đất nước, sinh mạng dân Việt, Nhà Nước lại tự chứng tỏ thiếu trách nhiệm bảo vệ tổ quốc và nhân dân. 


Qua những nhận định trên, tập thể Gia Đình Phật Tử Việt Nam tại Hoa Kỳ
đồng thanh lên tiếng:


  1. Yêu cầu nhà nước Việt Nam phải rõ ràng minh bạch, cấp tốc xét nghiệm để tìm ra nguyên nhân cá chết hàng loạt; minh bạch thông tin về tiến trình xét nghiệm và nguyên nhân để người dân Việt Nam biết. Nếu đúng là do Formosa thì phải ngưng ngay hoạt động của Formosa và xét nghiệm sâu hơn rộng hơn; đưa Formosa ra tòa và bắt họ phải bồi thường thích đáng. Nếu họ không có cách khắc phục quy trình thì đóng cửa vĩnh viễn.


  1. Yêu cầu tập đoàn chủ nhân Công Ty Formosa ngoài hành động công khai trang trọng tạ lỗi với nhân dân Việt Nam, chấm dứt tức khắc việc thải chất độc vào biển.


  1. Yêu cầu Nhà Nước Việt Nam phải tôn trọng và lắng nghe tiếng nói của người dân, tận tâm, tận sức đáp ứng nguyện vọng chính đáng của họ. Nhà Nước cần ý thức rằng hành động người dân bày tỏ thái độ qua biểu tình hợp pháp, hợp hiến theo quyền công dân và quyền con người không chỉ là thông điệp thiết tha yêu nước thương nòi gửi đến Nhà Nước mà còn là lời cảnh giác, răn đe với bất cứ ngoại nhân nào xem thường, chà đạp người Việt, đất Việt.

  1. Mong mỏi các giới tri thức, truyền thông, văn nghệ sĩ, nhà báo và đồng bào người Việt khắp nơi trong và ngoài nước hợp lực, dùng mọi khả năng chuyên biệt, tài sức của mình để biểu hiện tiếng nói lương tri, dân chủ, nhân quyền, để ủng hộ và đồng hành cùng người dân trong nước đang bị khốn đốn bởi ngoại nhân và cường quyền áp bức, kêu gọi những nước tiến bộ trên thế giới có thái độ cảnh giác, cảnh tỉnh Nhà Nước Việt Nam. 


  1. Mong mỏi giới trẻ Việt Nam, đoàn sinh, học sinh, và sinh viên trong nước hãy nhận thức rõ mình là tương lai, là rường cột của đất nước, nhất quyết không cúi đầu trước ngoại nhân phá nước, không khuất phục trước cường quyền bách hại lương dân, bán nước cầu vinh.

You must be aware of the environmental disaster off the central coast of Vietnam. Devastating pollution has been caused by untreated waste water being released into the ocean by the Taiwanese-owned Formosa conglomerate steel plant in Ha Tinh, Vietnam.

Hundreds of thousands of tons of fish, including rare species that live far offshore and in the deep ocean, have been discovered on beaches along the provinces of Ha Tinh, Quang Tri, Quang Binh, Thua-Thien Hue and others. Many Vietnamese have been sickened by unknowingly eating the infected fishes. Thousands of Vietnamese have peacefully protested the damage, only to be brutally repressed.

We urge you to put pressure on the Vietnamese government to do the following:
1. Allow an international team to objectively investigate the cause and extent of the damage.
2. Stop the pollution at its source and prevent further damage to the environment.
3. Clean fouled waters and cleanse tainted coastal areas.
4. Respect human rights, including the right of citizens to conduct peaceful protests
5. Release unlawful detained protestors and prisoners of conscience.

In addition, we hope you will raise these issues with the Vietnamese government and encourage President Obama on his visit to Vietnam to do the same. Thank you.

Chắc hẳn gần đây Quý Nghị Sĩ đã nghe nhiều về các thảm họa môi trường dọc bờ biển Miền Trung Việt Nam. Ô nhiễm nghiêm trọng đã bị gây ra bởi nước thải chưa qua xử lý đúng mức xả vào biển Hà Tĩnh, Việt Nam, từ các nhà máy thép của tập đoàn Formosa Đài Loan.

Hàng ngàn tấn cá, trong đó có những loài quý hiếm sống xa ngoài khơi và sâu dưới đại dương, đã được phát hiện trên bờ biển dọc theo các tỉnh Hà Tĩnh, Quảng Trị, Quảng Bình, Thừa Thiên và nhiều nơi khác. Nhiều người Việt Nam đã bị bịnh do vô tình ăn cá bị nhiễm độc. Hàng ngàn người dân Việt Nam biểu tình ôn hòa đòi môi trường sạch và yêu cầu nhà cầm quyền minh bạch thông tin đã bị đàn áp dã man.

Chúng tôi khẩn mong Ngài hãy gây áp lực yêu cầu chính phủ Việt Nam phải thực hiện những điều sau:


  • Cho phép một cơ quan quốc tế điều tra nguyên nhân và mức độ thiệt hại.
  • Chặn đứng nguồn ô nhiễm và có biện pháp ngăn ngừa để môi trường không bị thiệt hại thêm.
  • Làm sạch nước bị ô nhiễm và làm sạch các khu vực ven biển bị nhiễm độc.
  • Tôn trọng nhân quyền, bao gồm quyền biểu tình ôn hòa của người dân.
  • Thả người biểu tình bị bắt giữ trái pháp luật và các tù nhân lương tâm.
Thêm vào đó, chúng tôi hy vọng Ngài sẽ đặt vấn đề với chính phủ Việt Nam và yêu cầu Tổng thống Obama cũng làm như thế trong chuyến thăm Việt Nam này. Xin thành kính tri ân Ngài.

The Ganges River flows running fast, as life is impermanent
Dancing between the destinies of life whitened the hair of the Royal Highness *
The snow-topped Himalayan mountain waved to the moon with its summit
As the image of the new-born Boddhisattva passed over the highest heaven,
touching the abode of gods
The truth is that the last existence of the Boddhisattva had not yet been announced,
But the whole world was shaking
The sound was heard afar
Even as the drum had not been struck
Reciting the Sutra has yet to transform, though its essence has echoed through mountains and rivers
On the side of a mountain,
An old recluse was meditating upon the meaning of existence, on the verge of life-and-death

Time continued passing, as pebbles were sleeping in the bed of the brook,

The smoke of dreams is winding around the incense of prayer
Uniting and separating is but a sense of sorrow.
The rose garden was deceivingly closed to all,
as those in the same dreamy world differentiated the terrain of suffering
The time is passing, flapping its wings overhead
Birth, old age, sickness, death, is inevitably the end of life
Suffering is the common share of affection
Who is to lift the human realm over the muddle of life and death?
* There was a prophecy that the prince would leave home for a holy life and attain the supreme enlightenment, otherwise he would be a great emperor. Worry about the prophecy was whitening the hair of the father-king.
