
VI.1. Một bước ngoặt trong tiến trình phát triển của GĐPTVN tại Hoa Kỳ
Nhìn lại lịch sử GĐPTVN tại Hoa Kỳ từ sau năm 1975, có thể nhận thấy mỗi giai đoạn đều được đánh dấu bằng một loại thử thách khác nhau. Nếu những năm đầu là bài tính phục hồi sinh hoạt trong hoàn cảnh lưu vong, tiếp đó là quá trình xây dựng cơ cấu điều hợp thống nhất và vượt qua những chuyển biến của đời sống Phật giáo Việt Nam hải ngoại, thì từ năm 2008, tổ chức bước vào một thử thách có tính chất khác hẳn: làm thế nào để duy trì sự thống nhất của lý tưởng giáo dục trong khi cơ cấu lãnh đạo và mối quan hệ tổ chức xuất hiện những khác biệt ngày càng rõ rệt.
Biến động của năm 2008 không xuất hiện như một sự kiện tách biệt. Những khác biệt về nhận thức đối với thẩm quyền điều hành, mối quan hệ giữa Gia Đình Phật Tử với các cơ cấu Giáo hội và phương thức vận hành của tổ chức đã được tích lũy từ trước đó. Khi nhiều văn kiện liên tiếp được ban hành trong tiến trình tái cấu trúc của GHPGVNTN Hải ngoại tại Hoa Kỳ, những khác biệt ấy chuyển thành các quyết định cụ thể, tạo nên một bước ngoặt quan trọng trong lịch sử GĐPTVN tại Hoa Kỳ.[127]
Điều đáng lưu ý là những biến động diễn ra ở cấp lãnh đạo không đồng nghĩa với sự gián đoạn của toàn bộ đời sống Gia Đình Phật Tử. Trong khi các quan điểm về thẩm quyền tổ chức tiếp tục được tranh luận ở cấp điều hành, phần lớn các đơn vị địa phương vẫn duy trì sinh hoạt định kỳ; các khóa tu học, trại huấn luyện và chương trình giáo dục Đoàn sinh vẫn được tổ chức tại nhiều nơi. Đối với đa số Lam viên, nhịp sống của Gia Đình Phật Tử vẫn gắn liền với tiếng còi tập họp, giờ học Phật pháp, sinh hoạt ngành và những kỳ trại truyền thống hơn là với các diễn biến ở cấp điều hành. Chính thực tế ấy tạo nên một đặc điểm đáng chú ý của giai đoạn này: biến động về cơ cấu không làm mất đi sức sống của tổ chức ở cấp cơ sở.
Từ góc nhìn của sử học tổ chức, đây không phải là một hiện tượng hiếm gặp. Khi một tổ chức đã trải qua nhiều thập niên phát triển, bản sắc của nó không còn phụ thuộc hoàn toàn vào một cơ cấu điều hành hay một thế hệ lãnh đạo nhất định, mà còn được lưu giữ trong nếp sinh hoạt, truyền thống giáo dục và ký ức tập thể của cộng đồng thành viên. Đối với GĐPTVN tại Hoa Kỳ, sau hơn ba mươi năm hiện diện trên đất nước này, chính đời sống của hàng chục đơn vị địa phương đã trở thành một trong những yếu tố bảo đảm cho sự tiếp nối của tổ chức, ngay cả khi ở cấp lãnh đạo xuất hiện những khác biệt về quan điểm và phương thức điều hành.
Tuy nhiên, sẽ không đầy đủ nếu chỉ nhìn giai đoạn sau năm 2008 dưới góc độ duy trì sinh hoạt. Những biến động tổ chức cũng đặt ra nhiều vấn đề mà các giai đoạn trước chưa từng phải đối diện với cùng mức độ: câu hỏi về tính chính danh của các cơ cấu lãnh đạo, về mối quan hệ giữa Gia Đình Phật Tử với các Giáo hội, về phạm vi tự chủ trong cơ chế điều hành và về phương thức gìn giữ sự thống nhất trong hoàn cảnh có nhiều hệ thống tổ chức cùng tồn tại. Những vấn đề ấy không riêng ảnh hưởng đến hoạt động của các Ban Hướng Dẫn mà còn tác động đến nhận thức của Huynh trưởng và Đoàn sinh về bản chất và sự tiếp nối của GĐPTVN trong môi trường hải ngoại.
Chính vì vậy, khi khảo sát giai đoạn từ năm 2008 đến năm 2024, người viết sử cần tránh hai khuynh hướng cực đoan. Một mặt, không thể giản lược toàn bộ lịch sử của giai đoạn này thành lịch sử của những bất đồng tổ chức. Mặt khác, cũng không thể bỏ qua những biến động đã tác động trực tiếp đến cơ cấu lãnh đạo và sự phát triển của GĐPTVN tại Hoa Kỳ. Chỉ khi đặt hai tiến trình ấy cạnh nhau — biến động ở cấp tổ chức và sự tiếp nối trong đời sống giáo dục — mới có thể nhìn thấy đầy đủ diện mạo lịch sử của giai đoạn này.
Đó cũng là lý do toàn bộ khảo luận này không đề cặp bằng các danh sách nhân sự hay các quyết định hành chính, mà bằng việc xác định đặc trưng của cả từng thời kỳ. Các sự kiện, Đại hội, văn kiện và những chuyển biến cụ thể sẽ được trình bày ở các mục tiếp theo như những mắt xích của một tiến trình lịch sử, thay vì như những sự kiện rời rạc.
VI.2. Từ sự thống nhất tổ chức đến sự đa dạng về cơ cấu điều hành
Lịch sử của GĐPTVN tại Hoa Kỳ từ sau năm 2008 cần được nhìn nhận trong bối cảnh rộng hơn của Phật giáo Việt Nam hải ngoại. Những chuyển biến diễn ra trong tổ chức không phải là hiện tượng riêng biệt, mà phản ánh tác động đồng thời của nhiều yếu tố: sự thay đổi trong cơ cấu lãnh đạo Giáo hội, sự phát triển của cộng đồng người Việt sau hơn ba thập niên định cư, sự trưởng thành của thế hệ Huynh trưởng kế thừa và những khác biệt trong cách tiếp cận mô hình tổ chức của Gia Đình Phật Tử trong hoàn cảnh mới.
Nếu ở các giai đoạn trước, trọng tâm của tổ chức là xây dựng một hệ thống điều hành thống nhất trên phạm vi toàn quốc, thì từ năm 2008, vấn đề nổi lên không còn là việc hình thành cơ cấu mà là những cách hiểu khác nhau về nền tảng pháp lý và truyền thống tổ chức của chính cơ cấu ấy. Một số quan điểm nhấn mạnh mối liên hệ lịch sử giữa Gia Đình Phật Tử và Giáo hội như yếu tố quyết định đối với tính chính danh của Ban Hướng Dẫn; trong khi những quan điểm khác đặt trọng tâm vào thẩm quyền của Đại hội Huynh trưởng, tính kế thừa của Nội quy và sự liên tục của đời sống sinh hoạt tại các đơn vị.[128]
Từ góc độ sử học, điều quan trọng ở đây không phải là xác định quan điểm nào “đúng” hay “sai”, mà trước hết là nhận diện sự tồn tại của những cách diễn giải khác nhau về thẩm quyền và tính kế thừa tổ chức. Từ sau năm 2008, tại Hoa Kỳ đã xuất hiện nhiều hệ thống Ban Hướng Dẫn cùng tiếp tục sử dụng danh nghĩa GĐPTVN và cùng khẳng định sự kế thừa truyền thống lịch sử của tổ chức.[129] Đây là một thực tế lịch sử cần được khảo sát qua các văn kiện Đại hội, quyết nghị, quyết định nhân sự và hoạt động Phật sự của từng hệ thống.
Điều cần phân biệt là sự đa dạng của cơ cấu điều hành không đồng nhất với sự hình thành những truyền thống giáo dục khác nhau. Các hệ thống tuy có những quan hệ tổ chức và cách xác lập thẩm quyền không hoàn toàn giống nhau, nhưng phần lớn các đơn vị Gia Đình Phật Tử tại địa phương vẫn tiếp tục vận hành trên những nền tảng quen thuộc: học Phật pháp, sinh hoạt ngành, huấn luyện Huynh trưởng, trại họp bạn, khóa tu học, hoạt động văn hóa và công tác xã hội. Trong đời sống thường nhật của đông đảo Lam viên, sự thuộc về Gia Đình Phật Tử vẫn được cảm nhận trước hết qua đơn vị, qua màu áo Lam, qua lý tưởng và nếp sinh hoạt đã được trao truyền hơn là qua những diễn biến ở cấp điều hành toàn quốc.
Chính ở đây cần phân biệt giữa cơ cấu tổ chức và đời sống tổ chức. Cơ cấu có thể thay đổi, được điều chỉnh hoặc xuất hiện những hệ thống song song; nhưng đời sống giáo dục của Gia Đình Phật Tử chỉ có thể tồn tại khi còn những đơn vị duy trì sinh hoạt, còn Huynh trưởng tiếp tục hướng dẫn Đoàn sinh và còn các thế hệ trẻ tìm thấy trong màu áo Lam một môi trường để học Phật, rèn luyện nhân cách và gìn giữ bản sắc văn hóa Việt Nam. Bởi vậy, sức sống của GĐPTVN tại Hoa Kỳ trong giai đoạn sau năm 2008 không thể được đánh giá chỉ qua sự thay đổi của các cơ cấu lãnh đạo, mà còn phải được nhận diện qua khả năng duy trì liên tục đời sống giáo dục tại cơ sở.
Đặc điểm này cũng giúp lý giải vì sao những biến động ở cấp điều hành không tất yếu dẫn đến sự gián đoạn của toàn bộ đời sống Gia Đình Phật Tử. Khác với một tổ chức được xây dựng chủ yếu trên cơ chế hành chính, GĐPTVN đồng thời là một thiết chế giáo dục Phật giáo, trong đó đơn vị cơ sở và người Huynh trưởng trực tiếp đảm nhiệm việc chuyển tải lý tưởng giáo dục đến Đoàn sinh. Vì thế, lịch sử của giai đoạn sau năm 2008 không thể chỉ được viết từ các văn kiện hay quyết nghị, mà còn phải được nhận diện từ hàng trăm buổi sinh hoạt lặng lẽ diễn ra mỗi cuối tuần tại các tự viện và đạo tràng trên khắp Hoa Kỳ.
Nhìn ở bình diện dài hạn, những biến động của năm 2008 mở ra một thời kỳ mà GĐPTVN tại Hoa Kỳ phải đồng thời đối diện với hai tiến trình. Một mặt, các hệ thống tổ chức tiếp tục xác lập cách hiểu về tính kế thừa và xây dựng cơ chế điều hành của mình. Mặt khác, toàn thể Lam viên vẫn đứng trước một trách nhiệm chung không thay đổi: gìn giữ mục đích giáo dục của Gia Đình Phật Tử và chuẩn bị cho sự trưởng thành của các thế hệ kế tiếp. Chính sự tồn tại song hành giữa đa dạng cơ cấu và tiếp nối giáo dục đã tạo nên một trong những đặc trưng quan trọng của lịch sử GĐPTVN tại Hoa Kỳ trong những thập niên đầu thế kỷ XXI.
VI.3. Sự tiếp nối của đời sống Gia Đình Phật Tử tại cơ sở
Một trong những đặc điểm nổi bật của lịch sử GĐPTVN tại Hoa Kỳ sau năm 2008 là độ chênh giữa những biến chuyển ở cấp cơ cấu điều hành và nhịp sinh hoạt của các đơn vị địa phương. Trong khi các hệ thống Ban Hướng Dẫn từng bước vận hành theo những định hướng và mối quan hệ tổ chức khác nhau, phần lớn các Gia Đình Phật Tử vẫn tiếp tục duy trì nếp sinh hoạt đã được xây dựng qua nhiều thập niên. Những buổi học Phật pháp cuối tuần, lễ Hiệp kỵ, lễ Chu niên, các trại họp bạn, khóa huấn luyện và chương trình giáo dục Đoàn sinh vẫn diễn ra trong không gian quen thuộc của các tự viện và đạo tràng trên khắp Hoa Kỳ.
Thực tế ấy cho thấy sức sống của Gia Đình Phật Tử không đơn thuần chỉ được quyết định bởi cơ cấu điều hành ở cấp toàn quốc. Trong suốt tiến trình phát triển từ sau năm 1975, nền tảng của tổ chức đã được xây dựng từ từng đơn vị, từng Huynh trưởng và từng thế hệ Đoàn sinh. Khi những nền tảng ấy đã hình thành và trưởng thành qua nhiều thập niên, chúng tạo nên một khả năng tự duy trì trong đời sống giáo dục, giúp sinh hoạt tiếp tục vận hành ngay cả trong những thời điểm cơ cấu lãnh đạo có nhiều biến động. Chính chiều sâu ở cấp cơ sở này là một trong những yếu tố giúp lý giải tính liên tục của GĐPTVN tại Hoa Kỳ.
Thực tiễn ấy cũng cho thấy một hiện tượng đáng chú ý: đối với nhiều Huynh trưởng và Đoàn sinh, ý thức thuộc về Gia Đình Phật Tử không trước hết được hình thành từ hệ thống điều hành mà đơn vị mình trực thuộc, mà từ lý tưởng giáo dục, màu áo Lam, chương trình tu học và nếp sinh hoạt đã gắn bó với họ qua nhiều năm. Chính sự gắn kết với truyền thống giáo dục ấy tạo nên một tầng liên tục vượt lên trên những thay đổi về cơ cấu. Vì vậy, khi khảo sát giai đoạn sau năm 2008, sẽ không đầy đủ nếu chỉ căn cứ vào các văn kiện tổ chức mà không đồng thời quan sát đời sống thực tế của các đơn vị và kinh nghiệm sinh hoạt của Lam viên.
Đặt trong tiến trình lịch sử, đây cũng là cơ sở để lý giải vì sao sau nhiều năm tồn tại những hệ thống tổ chức khác nhau, GĐPTVN tại Hoa Kỳ vẫn tiếp tục đào tạo Huynh trưởng, mở các trại huấn luyện, duy trì những kỳ họp bạn và nuôi dưỡng nhiều thế hệ thanh thiếu niên Phật tử. Những hoạt động ấy cho thấy sinh mệnh của tổ chức không chỉ được đo bằng mức độ thống nhất của cơ cấu lãnh đạo, mà còn bằng khả năng truyền trao liên tục lý tưởng giáo dục từ thế hệ này sang thế hệ khác. Đó cũng là ý nghĩa sâu xa của khái niệm “tiếp nối” khi nhìn lại nửa thế kỷ lịch sử GĐPTVN tại Hoa Kỳ.[130]
VI.4. Huấn luyện Huynh trưởng và việc duy trì phẩm chất giáo dục trong hoàn cảnh mới
Sự tiếp nối của đời sống Gia Đình Phật Tử tại cơ sở sau năm 2008 không thể tách rời công tác huấn luyện Huynh trưởng. Nếu sinh hoạt hằng tuần là nơi lý tưởng giáo dục được thực hiện, thì huấn luyện chính là môi trường bảo đảm cho lý tưởng ấy được hiểu đúng, truyền đạt đúng và thích ứng phù hợp với những thay đổi của xã hội. Trong một giai đoạn có nhiều hệ thống điều hành cùng tồn tại, công tác huấn luyện càng mang ý nghĩa đặc biệt, bởi đây là một trong những lĩnh vực thể hiện rõ nhất sự liên tục của truyền thống tổ chức.
Ngay từ những năm đầu hiện diện tại Hoa Kỳ, Gia Đình Phật Tử đã xem đào tạo Huynh trưởng là điều kiện căn bản để xây dựng và duy trì tổ chức. Hệ thống các trại Lộc Uyển, A Dục, Huyền Trang và Vạn Hạnh không những cung cấp kiến thức Phật pháp và phương pháp điều khiển sinh hoạt, mà còn góp phần hình thành nơi người Huynh trưởng ý thức về trách nhiệm, kỷ luật và sự gắn bó với lý tưởng giáo dục. Truyền thống ấy tiếp tục được duy trì sau năm 2008, dù phạm vi tổ chức, cơ chế điều hành và điều kiện thực hiện có nhiều khác biệt giữa các hệ thống và các Miền.[131]
Điểm đáng lưu ý là trong giai đoạn này, huấn luyện không còn chỉ giải quyết nhu cầu bổ sung nhân sự cho các đơn vị. Những chuyển biến của cộng đồng người Việt tại Hoa Kỳ, sự trưởng thành của thế hệ thứ hai và thứ ba, cùng ảnh hưởng ngày càng sâu rộng của công nghệ truyền thông đã đặt người Huynh trưởng trước những yêu cầu mới. Khả năng hướng dẫn thanh thiếu niên không thể chỉ dựa vào kinh nghiệm được truyền lại từ các thập niên trước, mà cần thêm sự hiểu biết về tâm lý lứa tuổi, môi trường học đường, đời sống gia đình di dân và cách thức giao tiếp trong một xã hội đa văn hóa.
Sự thay đổi ấy không làm mất đi giá trị của hệ thống huấn luyện truyền thống. Trái lại, nó buộc công tác đào tạo phải trở về sâu hơn với mục đích căn bản: giúp người Huynh trưởng nhận thức rõ điều gì thuộc về cốt lõi cần được bảo tồn và điều gì thuộc về phương pháp có thể linh hoạt điều chỉnh. Nội quy, chương trình tu học, nghi thức, kỷ luật và lý tưởng Bi – Trí – Dũng tạo nên nền tảng chung; còn cách truyền đạt, ngôn ngữ sử dụng, phương pháp tổ chức và hình thức sinh hoạt cần được vận dụng phù hợp với hoàn cảnh của từng thế hệ Đoàn sinh.
Trong chiều hướng đó, các trại huấn luyện còn trở thành không gian nối kết giữa những Huynh trưởng thuộc nhiều địa phương và nhiều thế hệ. Người đi trước trao truyền kinh nghiệm tổ chức, tinh thần trách nhiệm và nếp sống Áo Lam; lớp trẻ mang đến khả năng sử dụng song ngữ, sự am hiểu xã hội Hoa Kỳ và những phương pháp tiếp cận gần gũi hơn với Đoàn sinh sinh trưởng tại hải ngoại. Cuộc gặp gỡ giữa hai lớp kinh nghiệm ấy tạo nên một hình thức kế thừa không hoàn toàn dựa vào văn kiện, mà được thực hiện qua đời sống chung, qua sự quan sát, thực tập và nhận lãnh trách nhiệm.
Việc khai khóa Trại Huấn luyện Huynh trưởng cấp III Vạn Hạnh I trong khuôn khổ Đại hội năm 2008 là một biểu hiện đáng chú ý của định hướng này.[132] Trong lúc tổ chức phải đối diện với nhiều vấn đề về cơ cấu và thẩm quyền, việc mở một chương trình huấn luyện cao cấp cho thấy nhu cầu chuẩn bị hàng ngũ kế thừa vẫn được đặt ở vị trí quan trọng. Sự kiện ấy cũng nhắc rằng lịch sử của giai đoạn này không thể chỉ được đọc qua những quyết nghị liên quan đến tổ chức; song song với các biến động ấy vẫn tồn tại một nỗ lực lâu dài nhằm đào tạo con người đủ khả năng gánh vác trách nhiệm trong tương lai.
Dẫu vậy, công tác huấn luyện sau năm 2008 cũng bộc lộ những giới hạn và thử thách mới. Khoảng cách địa lý rộng lớn, sự khác biệt về nhân lực giữa các Miền, áp lực nghề nghiệp và gia đình của Huynh trưởng, cùng khả năng sử dụng tiếng Việt ngày càng giảm ở thế hệ trẻ khiến việc tổ chức các khóa huấn luyện dài ngày trở nên khó khăn hơn. Trong nhiều trường hợp, chương trình phải được phân chia thành nhiều giai đoạn, kết hợp giữa học tại địa phương, sinh hoạt hàm thụ và những đợt tập trung ngắn hạn. Những điều chỉnh ấy cho thấy phương thức huấn luyện đang tìm cách thích ứng với nhịp sống của cộng đồng người Việt tại Hoa Kỳ mà không từ bỏ những yêu cầu căn bản của chương trình.[133]
Công nghệ truyền thông cũng mở ra những khả năng mới. Tài liệu có thể được phổ biến nhanh hơn; các buổi học, hội thảo và trao đổi chuyên môn có thể được thực hiện từ xa; Huynh trưởng ở những địa phương có ít đơn vị không còn hoàn toàn bị cô lập như trước. Tuy nhiên, phương tiện trực tuyến không thể thay thế toàn bộ kinh nghiệm sống chung trong trại. Tinh thần kỷ luật, khả năng cộng tác, sự chịu đựng gian khó và mối liên hệ giữa người huấn luyện với trại sinh vẫn cần được hình thành trong môi trường trực tiếp. Bài toán của giai đoạn mới vì vậy không phải là lựa chọn giữa truyền thống và công nghệ, mà là tìm ra phương thức kết hợp để công nghệ hỗ trợ việc học mà không làm suy giảm chiều sâu của trải nghiệm huấn luyện.
Từ góc độ sử học, sự duy trì hệ thống huấn luyện sau năm 2008 cho thấy một tầng liên tục sâu hơn những biến đổi ở cấp điều hành. Các hệ thống tổ chức có thể lựa chọn những phương thức quản trị khác nhau, nhưng việc đào tạo Huynh trưởng vẫn hướng đến một mục tiêu căn bản: chuẩn bị những con người có khả năng tự rèn luyện, hướng dẫn đàn em và bảo tồn lý tưởng giáo dục Gia Đình Phật Tử trong hoàn cảnh hải ngoại. Chính ở tầng này, truyền thống không tồn tại như một ký ức bất động, mà được tái tạo qua từng khóa học, từng kỳ trại và từng thế hệ Huynh trưởng nhận lãnh trách nhiệm.
Nhìn trên toàn bộ tiến trình, công tác huấn luyện trong giai đoạn 2008–2024 không đơn thuần tiếp tục những mô hình đã có. Nó còn trở thành một trong những nơi tổ chức thử nghiệm khả năng thích ứng của mình trước sự thay đổi của ngôn ngữ, văn hóa và đời sống xã hội. Thành công hay giới hạn của tiến trình ấy sẽ ảnh hưởng trực tiếp đến khả năng duy trì phẩm chất giáo dục của GĐPTVN tại Hoa Kỳ trong những thập niên tiếp theo.
VI.5. Đại hội Huynh trưởng toàn quốc kỳ IX và nỗ lực duy trì sự điều hợp
Sau những biến động mở đầu từ năm 2008, các cơ cấu GĐPTVN tại Hoa Kỳ bước vào một giai đoạn vừa củng cố nội bộ, vừa xác lập phương hướng hoạt động trong hoàn cảnh tổ chức đã không còn vận hành dưới một hệ thống điều hành duy nhất. Trong bối cảnh ấy, Đại hội Huynh trưởng, các hội nghị và chương trình Phật sự tiếp tục được tổ chức theo cơ chế của từng hệ thống, cho thấy mô thức điều hành được hình thành qua nhiều thập niên vẫn được duy trì, dù phạm vi áp dụng và quan hệ tổ chức đã thay đổi.[134]
Đại hội Huynh trưởng toàn quốc kỳ IX diễn ra trong bối cảnh đó. Danh xưng “toàn quốc” ở đây được sử dụng theo tên gọi chính thức của Đại hội trong hệ thống tổ chức triệu tập, không hàm ý rằng Đại hội quy tụ hoặc đại diện cho toàn thể các hệ thống GĐPTVN đang hoạt động tại Hoa Kỳ trong cùng thời kỳ. Sự phân biệt này cần thiết về mặt sử học, bởi sau năm 2008, cùng một truyền thống GĐPTVN đã được tiếp nối trong những cơ cấu điều hành khác nhau; việc ghi nhận một Đại hội vì thế phải được đặt đúng trong phạm vi tổ chức của chính Đại hội ấy, thay vì mặc nhiên mở rộng tính đại diện cho toàn bộ sinh hoạt GĐPTVN tại Hoa Kỳ.
Xét trong phạm vi đó, Đại hội kỳ IX vẫn thực hiện những chức năng đã định hình từ các giai đoạn trước: tổng kết nhiệm kỳ, thảo luận phương hướng hoạt động và công cử thành phần điều hành cho nhiệm kỳ kế tiếp. Tuy nhiên, ý nghĩa lịch sử của Đại hội không dừng ở các quyết nghị hay nhân sự được tín nhiệm. Điều đáng chú ý hơn là sự tiếp tục vận hành của cơ chế Đại hội — một hình thức sinh hoạt tổ chức đã được xây dựng và định chế hóa từ những thập niên trước. Trong hoàn cảnh sau 2008, sự tiếp tục ấy phản ánh nỗ lực bảo lưu tính kế thừa của một truyền thống quản trị tổ chức ngay giữa những thay đổi về cơ cấu và quan hệ điều hành.
Nội dung của các kỳ Đại hội trong giai đoạn này đồng thời cho thấy những ưu tiên mới đang dần xuất hiện. Nếu ở những thời kỳ trước, việc xây dựng và kiện toàn cơ cấu, hình thành hệ thống các Miền và mở rộng đơn vị từng là những nhu cầu nổi bật, thì khi tổ chức đã trải qua hơn ba thập niên hiện diện tại Hoa Kỳ, trọng tâm ngày càng hướng đến chất lượng giáo dục, sự phát triển của thế hệ trẻ, khả năng ứng dụng công nghệ trong điều hành và phương thức liên kết giữa các Miền trong một không gian địa lý rộng lớn. Đây không hẳn là sự thay thế những nhiệm vụ cũ, mà cho thấy những vấn đề đặt ra cho tổ chức đã chuyển từ việc kiến tạo nền móng sang khả năng duy trì, điều hợp và chuyển giao những gì đã được kiến tạo.
Trong các văn kiện và chương trình sinh hoạt của giai đoạn này, những nguyên tắc căn bản của Gia Đình Phật Tử vẫn tiếp tục được viện dẫn: mục đích đào luyện thanh, thiếu, đồng niên trở thành Phật tử chân chính; lý tưởng Bi – Trí – Dũng; tinh thần Lục Hòa và vị trí trung tâm của giáo dục. Sự hiện diện bền bỉ của những nguyên tắc ấy có ý nghĩa đáng chú ý: những khác biệt về cơ cấu chưa dẫn đến sự hình thành những hệ giá trị giáo dục hoàn toàn khác biệt.[135] Nói cách khác, phạm vi điều hành có thể phân nhánh, nhưng ngôn ngữ về mục đích giáo dục và những giá trị căn bản vẫn cho thấy một nền tảng lịch sử chung.
Từ góc độ sử học, Đại hội kỳ IX vì thế nên được nhìn như một dấu mốc trong tiến trình duy trì tính kế thừa của một cơ cấu tổ chức sau bước ngoặt 2008, hơn là bằng chứng cho sự tái lập một cơ cấu thống nhất trên toàn quốc. Giá trị của sự kiện không chỉ nằm ở kết quả công cử hay thành phần nhân sự, mà còn ở việc cơ chế Đại hội tiếp tục được sử dụng để xác nhận trách nhiệm, điều chỉnh phương hướng và chuẩn bị nguồn lực cho giai đoạn kế tiếp. Qua đó có thể nhận ra một đặc điểm của lịch sử GĐPTVN tại Hoa Kỳ sau năm 2008: sự phân nhánh làm thay đổi phạm vi của cơ cấu điều hành, nhưng không làm mất đi nhu cầu về định chế, kế thừa và điều hợp.
VI.6. Thế hệ kế thừa và sự chuyển đổi của môi trường giáo dục
Nếu trong những thập niên đầu sau năm 1975, phần đông Đoàn sinh GĐPTVN tại Hoa Kỳ là con em của thế hệ người Việt vừa trải qua kinh nghiệm di dân và còn sống trong một môi trường gia đình gắn khá chặt với ngôn ngữ, ký ức và nếp sinh hoạt Việt Nam, thì bước sang thế kỷ XXI, hoàn cảnh ấy đã thay đổi đáng kể. Một bộ phận ngày càng lớn Đoàn sinh được sinh ra và trưởng thành tại Hoa Kỳ; tiếng Anh trở thành ngôn ngữ sử dụng thường xuyên trong học đường và đời sống xã hội; hiểu biết về Việt Nam không còn chủ yếu đến từ ký ức trực tiếp mà được hình thành qua gia đình, tự viện, cộng đồng và các phương tiện truyền thông. Sự chuyển đổi thế hệ ấy đã làm thay đổi chính môi trường trong đó GĐPTVN thực hiện chức năng giáo dục của mình.[136]
Đối với những thế hệ trưởng thành hoàn toàn trong xã hội Hoa Kỳ, căn tính văn hóa và tôn giáo được hình thành giữa nhiều không gian ảnh hưởng đồng thời: gia đình, nhà trường, bạn bè, truyền thông số, cộng đồng sắc tộc và đời sống Phật giáo. Gia Đình Phật Tử vì thế không còn hoạt động trong một môi trường mà những giá trị văn hóa Việt có thể được mặc nhiên xem là nền tảng chung của mọi Đoàn sinh. Vai trò của tổ chức dần chuyển từ việc tiếp nối một môi trường văn hóa đã có sẵn sang việc tạo ra một không gian trong đó người trẻ có thể tiếp cận, hiểu và tự xác lập mối liên hệ của mình với Phật giáo, văn hóa Việt và cộng đồng Áo Lam trong điều kiện xã hội đa văn hóa.
Sự thay đổi của đối tượng giáo dục tất yếu đặt ra yêu cầu điều chỉnh phương pháp hướng dẫn. Việc sử dụng song ngữ trong sinh hoạt trở nên phổ biến hơn tại nhiều đơn vị; tài liệu tu học và huấn luyện từng bước được chuyển dịch hoặc biên soạn bằng cả tiếng Việt và tiếng Anh; cách trình bày giáo lý, tổ chức trò chơi, sinh hoạt tập thể và trao đổi với thanh thiếu niên cũng phải tính đến khả năng tiếp nhận của những em không còn sử dụng tiếng Việt như ngôn ngữ chính. Những điều chỉnh ấy không nhất thiết biểu thị sự thay đổi về mục đích giáo dục. Trái lại, chúng cho thấy một yêu cầu ngày càng rõ: muốn giữ được nội dung cốt lõi, phương thức truyền đạt phải có khả năng thay đổi theo người tiếp nhận.
Trong tiến trình đó, vai trò của người Huynh trưởng cũng được mở rộng. Nếu ở những giai đoạn trước, khả năng truyền đạt kinh nghiệm tổ chức và nếp sinh hoạt truyền thống giữ một vị trí quan trọng, thì người Huynh trưởng của thế hệ mới còn phải biết đối thoại với những vấn đề mà Đoàn sinh gặp trong đời sống học đường, trong quan hệ gia đình, trong sự va chạm giữa các hệ giá trị và trong môi trường kỹ thuật số. Người hướng dẫn vì thế không chỉ truyền trao những gì mình đã thừa hưởng, mà còn phải giải thích ý nghĩa của những giá trị ấy trong một thế giới khác với thế giới đã hình thành nên chính mình. Điều này đòi hỏi sự vững vàng về Phật pháp, khả năng giáo dục và tinh thần tự học thường xuyên trước những biến chuyển của xã hội.
Nhìn từ góc độ sử học, đây là một chuyển biến âm thầm nhưng sâu sắc. Nó không xuất hiện trong một quyết nghị duy nhất, cũng không thể được xác định bằng một mốc thời gian tuyệt đối, mà hình thành dần qua thực tiễn của từng đơn vị, từng lớp Đoàn sinh và từng thế hệ Huynh trưởng. Nếu những giai đoạn đầu của lịch sử GĐPTVN tại Hoa Kỳ đặt trọng tâm vào việc tái lập tổ chức trong hoàn cảnh di dân, thì đến giai đoạn này, một câu hỏi khác nổi lên: làm thế nào một truyền thống giáo dục được hình thành trong môi trường văn hóa Việt Nam có thể tiếp tục được tiếp nhận bởi những thế hệ đã trưởng thành trong xã hội Hoa Kỳ? Chính câu hỏi ấy làm cho vấn đề kế thừa không còn chỉ là sự chuyển giao nhân sự, mà trở thành sự chuyển giao ý nghĩa giữa các thế hệ sống trong những hoàn cảnh văn hóa khác nhau.[137]
Thử thách căn bản của giai đoạn này vì thế không chỉ là duy trì số lượng đơn vị hay Đoàn sinh, mà là làm thế nào để lý tưởng giáo dục Gia Đình Phật Tử được người trẻ tiếp nhận như một phần có ý nghĩa trong đời sống của chính họ. Nếu truyền thống chỉ được bảo tồn dưới dạng nghi thức và ký ức, khoảng cách giữa các thế hệ có thể ngày càng rộng; nhưng nếu sự thích ứng đi đến mức làm mờ những giá trị nền tảng, tính liên tục lịch sử cũng có nguy cơ suy giảm. Giữa hai giới hạn ấy, năng lực phân biệt điều phải giữ và điều có thể thay đổi trở thành một trong những vấn đề trọng yếu của đời sống giáo dục GĐPTVN tại Hoa Kỳ trong những thập niên đầu thế kỷ XXI.
Trong ý nghĩa đó, kế thừa không đồng nghĩa với việc thế hệ sau lặp lại nguyên vẹn kinh nghiệm của thế hệ trước. Kế thừa chỉ thực sự có sức sống khi những giá trị được trao truyền có thể được hiểu lại, diễn đạt lại và thực hành trong hoàn cảnh mới mà không mất đi căn tính căn bản của chúng. Chính sự kết hợp giữa tính kế thừa và khả năng thích ứng đã trở thành một đặc điểm quan trọng của lịch sử GĐPTVN tại Hoa Kỳ trong giai đoạn này.
VI.7. Ảnh hưởng của những biến động Giáo hội và một giai đoạn thử thách của GĐPTVN tại Hoa Kỳ
Một trong những vấn đề cần được nhận diện thận trọng khi khảo sát lịch sử GĐPTVN tại Hoa Kỳ trong giai đoạn sau năm 2008 là ảnh hưởng của những biến động diễn ra trong GHPGVNTN. Các Giáo chỉ, văn kiện điều hành cùng những thay đổi về cơ cấu và nhân sự của Giáo hội[138] đã tạo nên những chuyển động đáng kể trong đời sống Phật giáo Việt Nam tại hải ngoại, đồng thời tác động trực tiếp đến phương diện tổ chức của GĐPTVN tại Hoa Kỳ.
Tác động ấy cần được đặt trong mối quan hệ lịch sử lâu dài giữa Gia Đình Phật Tử và Giáo hội. Từ khi hình thành, GĐPTVN sinh hoạt trong lòng Phật giáo Việt Nam, được sự giáo dưỡng, che chở và hộ trì của chư Tôn đức; tại Hoa Kỳ, phần lớn các đơn vị cơ sở cũng được hình thành hoặc duy trì trong không gian tự viện. Bởi thế, những thay đổi trong cơ cấu Giáo hội, đặc biệt khi liên hệ đến thẩm quyền điều hành và quan hệ giữa các thiết chế Phật giáo, khó tránh khỏi ảnh hưởng đến cách GĐPTVN xác định vị trí và cơ chế vận hành của mình.
Tuy nhiên, về phương pháp sử học, cần phân biệt biến động của Giáo hội với hệ quả cụ thể của những biến động ấy đối với GĐPTVN tại Hoa Kỳ. Không phải mọi chuyển động trong đời sống Giáo hội đều tác động đồng đều đến mọi tự viện, cộng đồng hay đơn vị Gia Đình Phật Tử; cũng không thể từ những thay đổi ở cấp giáo quyền suy ra một cách trực tiếp rằng bản chất giáo dục của GĐPTVN đã thay đổi. Những hệ quả có thể nhận diện rõ nhất nằm ở bình diện tổ chức: quan hệ trực thuộc, thẩm quyền điều hành, phạm vi trách nhiệm của các Ban Hướng Dẫn và cách xác định tính kế thừa của cơ cấu.
Chính tại bình diện ấy, những cách hiểu khác nhau về mối quan hệ giữa Gia Đình Phật Tử và Giáo hội dần chuyển thành những lựa chọn tổ chức cụ thể. Một khuynh hướng nhấn mạnh mối liên hệ lịch sử giữa GĐPTVN với cơ cấu Giáo hội và xem đó là nền tảng quan trọng để xác định thẩm quyền điều hành; khuynh hướng khác đặt trọng tâm nhiều hơn vào cơ chế Đại hội Huynh trưởng, Nội quy – Quy chế và sự kế thừa của hệ thống tổ chức đã được hình thành tại Hoa Kỳ. Khi những cách diễn giải này không còn được dung chứa trong một cơ cấu điều hành chung, nhiều hệ thống Ban Hướng Dẫn lần lượt hình thành hoặc được tái xác lập, mỗi hệ thống dựa trên những văn kiện, nhận thức lịch sử và cơ sở lập luận riêng.
Điều cần ghi nhận ở đây không phải là sự tồn tại của bất đồng tự thân, mà là sự chuyển hóa của bất đồng về nhận thức thành sự phân nhánh về cơ cấu. Đó chính là điểm khiến giai đoạn sau năm 2008 khác với những thời kỳ trước: những khác biệt vốn có thể tồn tại trong cùng một hệ thống dần được thể hiện bằng những cơ chế điều hành song song. Hệ quả là diện mạo tổ chức của GĐPTVN tại Hoa Kỳ trở nên phức tạp hơn, đồng thời nhiều Huynh trưởng và đơn vị phải đứng trước những lựa chọn không đơn giản về quan hệ sinh hoạt, sự trực thuộc và tính kế thừa mà mình thừa nhận.
Ở đây cần tránh một cách đọc lịch sử chỉ dựa trên văn kiện hành chính. Nếu lịch sử giai đoạn này được dựng lại chủ yếu từ các Giáo chỉ, quyết nghị, danh xưng và những thay đổi nhân sự, người đọc rất dễ nhìn toàn bộ thời kỳ như một chuỗi phân hóa tổ chức. Nhưng những văn kiện ấy chỉ phản ánh một tầng của thực tại. Ở tầng khác, các đơn vị vẫn tiếp tục sinh hoạt, các chương trình tu học và huấn luyện vẫn được vận hành, những nghi thức và phương pháp giáo dục được kế thừa, và các thế hệ Đoàn sinh vẫn tiếp tục trưởng thành trong những môi trường tổ chức khác nhau.
Sự phân biệt này không nhằm trở lại lập luận của các mục trước về đời sống cơ sở, mà để xác định giới hạn của nguồn sử liệu hành chính. Văn kiện có khả năng cho biết một cơ cấu được xác lập ra sao, một thẩm quyền được tuyên bố thế nào hoặc một quyết định được ban hành vào thời điểm nào; nhưng chúng không tự mình phản ánh đầy đủ đời sống của hàng trăm buổi sinh hoạt, khóa tu học, kỳ trại hay những quan hệ giáo dục diễn ra ngoài phạm vi văn bản. Vì vậy, khi viết lịch sử một tổ chức giáo dục, cần đặt lịch sử của cơ cấu bên cạnh lịch sử của đời sống tổ chức, thay vì dùng tầng thứ nhất để thay thế hoàn toàn tầng thứ hai.[139]
Từ cách tiếp cận ấy, những diễn biến sau năm 2008 có thể được nhận diện như một sự phân nhánh về cơ cấu tổ chức hơn là một sự đoạn tuyệt với truyền thống giáo dục.[140] Khái niệm “phân nhánh” ở đây không làm nhẹ đi những khác biệt đã xảy ra, cũng không giả định rằng các hệ thống mới hình thành chỉ là những biến thể không đáng kể. Nó chỉ xác định một sự kiện lịch sử: từ một nguồn gốc chung đã xuất hiện những cơ cấu điều hành khác nhau, trong khi nhiều thành tố của truyền thống giáo dục, phương pháp huấn luyện và ký ức tổ chức vẫn tiếp tục được các bên kế thừa.
Chính vì vậy, sự phân nhánh không nên được diễn giải như sự ra đời tức thời của những truyền thống hoàn toàn biệt lập. Các thực thể tổ chức có thể khác nhau về quan hệ điều hành, cách xác lập thẩm quyền hoặc sự liên hệ với những cơ cấu Giáo hội, nhưng đều xuất phát từ một lịch sử GĐPTVN đã được hình thành trước đó. Nguồn gốc chung là một dữ kiện lịch sử; cách mỗi hệ thống diễn giải và tiếp nối nguồn gốc ấy lại là một vấn đề khác. Sự phân biệt này giúp người viết sử vừa ghi nhận phần di sản chung, vừa không xóa nhòa những khác biệt thực sự đã xuất hiện.
Cũng cần tránh một cực đoan ngược lại: vì nhấn mạnh tính tiếp nối mà xem nhẹ hậu quả của những bất đồng. Những khác biệt về thẩm quyền và cơ cấu đã làm suy giảm khả năng phối hợp chung, tạo nên những khó khăn trong quan hệ giữa các Ban Hướng Dẫn, các Miền, đơn vị và cá nhân; trong một số trường hợp, việc lựa chọn môi trường sinh hoạt còn ảnh hưởng đến những mối quan hệ đã được xây dựng qua nhiều năm. Những hệ quả ấy thuộc về thực tại lịch sử và cần được ghi nhận, dù việc định lượng đầy đủ mức độ tác động đòi hỏi nhiều nguồn tư liệu hơn những văn kiện hiện có.
Đặt trong chiều dài lịch sử, thử thách của giai đoạn này vì thế không nằm riêng ở việc cơ cấu có còn thống nhất hay không. Sâu hơn, đó là thử thách đối với khả năng một truyền thống giáo dục duy trì tính liên tục khi môi trường tổ chức của nó không còn đồng nhất như trước. Cơ cấu hành chính cần thiết cho điều hành và trách nhiệm; nhưng sự tồn tại lâu dài của một tổ chức giáo dục còn phụ thuộc vào khả năng những con người trong tổ chức tiếp tục học tập, thực hành, hướng dẫn và trao truyền những giá trị mà họ đã nhận lãnh.
Quan sát thực tế giai đoạn này cho thấy sự gián đoạn toàn diện của đời sống GĐPTVN đã không xảy ra. Các thế hệ Đoàn sinh tiếp tục trưởng thành, Huynh trưởng mới tiếp tục được đào tạo, nhiều đơn vị vẫn được duy trì và những sinh hoạt giáo dục tiếp tục hiện diện trong cộng đồng. Những dữ kiện ấy không xóa bỏ sự phân nhánh, nhưng buộc người viết sử phải phân biệt giữa sự suy giảm của tính thống nhất về cơ cấu và sự chấm dứt của tính liên tục lịch sử. Hai hiện tượng ấy không phải là một.
Từ nguyên tắc đó, công trình này không sử dụng các Giáo chỉ, quyết nghị hay văn kiện liên hệ như cơ sở để phân định thắng – thua, chính – phụ hoặc xác lập tính chính danh giữa các thực thể tổ chức. Công việc của khảo luận lịch sử trước hết là xác định bối cảnh, kiểm chứng sự kiện, nhận diện những cách diễn giải đã tồn tại và phân tích hệ quả có thể quan sát từ sử liệu. Không phân xử chính danh không có nghĩa là từ bỏ khả năng xác định sự kiện lịch sử; trái lại, chính sự phân biệt giữa dữ kiện và lập trường mới giúp việc khảo sát tránh rơi vào một bản tường trình nội bộ của bất kỳ phía nào.
Trong ý nghĩa đó, giai đoạn sau năm 2008 có thể được xem như một phép thử đối với khả năng duy trì truyền thống trong hoàn cảnh phân nhánh. Điều lịch sử cho phép nhận thấy không phải rằng những khác biệt đã trở nên vô nghĩa, mà rằng chúng không bao trùm toàn bộ đời sống của Gia Đình Phật Tử. Khoảng cách thời gian cũng cho phép nhìn lại thời kỳ này với một thái độ quân bình hơn: không phủ nhận khác biệt nhưng cũng không để khác biệt che khuất phần di sản chung.
Xét đến cùng, lịch sử của giai đoạn này không đơn thuần chỉ là lịch sử của những Giáo chỉ, văn kiện hay cơ cấu điều hành được hình thành. Đó còn là lịch sử của một cộng đồng giáo dục Phật giáo phải thích ứng với những giới hạn và hệ quả của chính thời đại mình, nhưng vẫn giữ được khả năng tu học, giáo dục và phụng sự. Sự tồn tại của nhiều thực thể tổ chức vì thế không tự động đồng nghĩa với sự tan vỡ của lý tưởng chung; điều có thể xác định thận trọng hơn là sự thống nhất về cơ cấu đã bị thử thách sâu sắc, trong khi một tầng liên tục về mục đích và giá trị giáo dục vẫn có thể được nhận diện.[141]
Từ thực tế đó, câu hỏi lịch sử đặt ra cho GĐPTVN tại Hoa Kỳ không còn chỉ là liệu có thể phục hồi một mô hình tổ chức duy nhất hay không. Một câu hỏi khác, có lẽ sâu hơn về phương diện sử luận, là: trong hoàn cảnh các cơ cấu đã phân nhánh, đâu là những yếu tố vẫn tạo nên sự liên tục của một truyền thống chung?
VI.8. Từ sự thống nhất của cơ cấu đến sự thống nhất của lý tưởng
Một trong những câu hỏi quan trọng khi nhìn lại GĐPTVN tại Hoa Kỳ sau năm 2008 là liệu sự xuất hiện của nhiều cơ cấu điều hành có đồng nghĩa với sự đứt gãy của một truyền thống chung hay không. Đây không những là vấn đề phát sinh từ những biến động của một giai đoạn mà còn liên quan trực tiếp đến cách xác định tính liên tục lịch sử của một tổ chức khi hình thức tổ chức của nó đã thay đổi. Bởi nếu đồng nhất hoàn toàn truyền thống với cơ cấu hành chính, mỗi lần cơ cấu thay đổi đều có thể được diễn giải như một sự khởi đầu hoặc đoạn tuyệt; ngược lại, nếu chỉ nhấn mạnh truyền thống mà xem nhẹ cơ cấu, những khác biệt lịch sử thực sự lại có nguy cơ bị xóa nhòa.
Những dữ kiện đã khảo sát trong các mục trước cho thấy cần phân biệt hai bình diện ấy. Sau năm 2008, sự thống nhất về cơ cấu điều hành đã bị thay đổi rõ rệt; nhưng khi đối chiếu các bản Nội quy, mục đích giáo dục, châm ngôn, hệ thống huấn luyện và những nguyên tắc căn bản của đời sống GĐPTVN, vẫn có thể nhận diện một phần nền tảng được kế thừa từ truyền thống chung. Mục đích đào luyện thanh, thiếu, đồng niên thành Phật tử chân chính, châm ngôn Bi – Trí – Dũng và nền tảng giáo dục Phật giáo không xuất hiện sau biến động 2008, mà đã hiện diện trong các văn kiện căn bản của GĐPTVN từ trước đó nhiều thập niên và tiếp tục được ghi nhận trong Nội quy áp dụng tại Hoa Kỳ.[142]
Chính ở đây cần phân biệt sự thống nhất về cơ cấu với sự tương đồng và tiếp nối ở tầng lý tưởng giáo dục. Bình diện thứ nhất liên quan đến thẩm quyền, hệ thống Ban Hướng Dẫn, quan hệ trực thuộc và cơ chế điều hành; bình diện thứ hai liên quan đến mục đích đào luyện, nền tảng Phật pháp, lý tưởng của người Huynh trưởng và phương pháp giáo dục đã được hình thành trong lịch sử GĐPTVN. Hai bình diện này có quan hệ mật thiết nhưng không hoàn toàn đồng nhất. Một sự thay đổi ở tầng cơ cấu có thể ảnh hưởng sâu sắc đến đời sống tổ chức, nhưng không vì thế mà mọi thành tố của truyền thống giáo dục đồng thời biến mất hoặc được thay thế.
Sự phân biệt ấy cũng giúp nhìn lại tiến trình dài hơn của GĐPTVN. Từ Nội Quy Trình năm 1951, các bản Nội quy được tu chỉnh trong những thập niên tiếp theo, đến Nội quy áp dụng cho GĐPTVN tại Hoa Kỳ, cách diễn đạt về cơ cấu và quan hệ tổ chức đã có những điều chỉnh theo hoàn cảnh lịch sử; trong khi mục đích đào luyện Phật tử, nền tảng giáo dục Phật giáo và châm ngôn Bi – Trí – Dũng cho thấy một mức độ liên tục đáng kể.[143] Vì vậy, “truyền thống” trong khảo luận này không được hiểu như sự bất biến của mọi hình thức tổ chức, mà là khả năng nhận diện những yếu tố tiếp tục được trao truyền qua những hình thức lịch sử khác nhau.
Điều đó không làm giảm vai trò của cơ cấu. Một tổ chức giáo dục tồn tại lâu dài vẫn cần những định chế có khả năng xác lập trách nhiệm, điều phối nhân sự, tổ chức huấn luyện, quản trị tài chính và giải quyết những vấn đề phát sinh trong đời sống chung. Những biến động sau năm 2008 đã cho thấy khi sự thống nhất ở tầng này suy giảm, khả năng phối hợp chung cũng chịu những giới hạn thực tế. Bởi vậy, nói đến sự thống nhất của lý tưởng không thể được dùng để thay thế hoặc phủ nhận vấn đề thống nhất của tổ chức; đây là hai phạm trù cần được khảo sát đồng thời nhưng không nên đánh đồng với nhau.
Tuy nhiên, khoảng cách thời gian cho phép nhận ra rằng một cơ cấu tổ chức không phải là phương tiện duy nhất chuyên chở ký ức và tính liên tục lịch sử. Nội quy, chương trình tu học, hệ thống trại huấn luyện, nghi thức, bài ca, biểu tượng, những tập quán sinh hoạt và đặc biệt là sự trao truyền giữa các thế hệ Huynh trưởng đều tham gia vào quá trình ấy. Chính nhờ mạng lưới những yếu tố hữu hình và phi hữu hình này mà một người trẻ bước vào Gia Đình Phật Tử ở một thời điểm rất xa năm 1951 vẫn có thể tiếp xúc với những giá trị và phương pháp đã được định hình trước khi thế hệ mình ra đời.
Theo nghĩa đó, khái niệm “thống nhất của lý tưởng” cần được sử dụng một cách thận trọng. Nó không có nghĩa rằng mọi hệ thống hiện hữu đều có quan điểm giống nhau về tất cả vấn đề tổ chức, cũng không phải một phán đoán rằng những bất đồng đã được hóa giải. Đây trước hết là một nhận định sử học về phần giao nhau còn có thể kiểm chứng: nguồn gốc lịch sử chung, mục đích giáo dục được kế thừa, những nguyên tắc căn bản của đời sống Phật tử và nhiều thành tố trong phương pháp tu học – huấn luyện. Phần giao nhau ấy tồn tại song song với những khác biệt có thật về cơ cấu và thẩm quyền.
Cách hiểu này cũng ngăn người viết sử đi đến hai kết luận cực đoan. Một mặt, sự tồn tại của nhiều hệ thống không đủ để kết luận rằng GĐPTVN tại Hoa Kỳ đã trở thành những truyền thống hoàn toàn không liên hệ với nhau. Mặt khác, nguồn gốc và lý tưởng chung cũng không đủ để phủ nhận rằng từ sau năm 2008 đã xuất hiện những cơ cấu thực sự khác nhau với những quan hệ tổ chức và phương thức xác lập thẩm quyền riêng. Tính liên tục và sự phân nhánh vì thế không loại trừ nhau; chúng là hai dữ kiện cùng hiện diện trong một giai đoạn lịch sử.
Từ góc độ sử học, ý nghĩa của giai đoạn 2008–2024 vì vậy không nằm ở việc đưa ra một câu trả lời giản đơn rằng GĐPTVN tại Hoa Kỳ “còn thống nhất” hay “đã phân chia”. Cách đặt vấn đề như thế buộc một thực tại phức tạp phải nằm trong một trong hai phạm trù loại trừ nhau. Điều đáng khảo sát hơn là những yếu tố nào đã phân nhánh, những yếu tố nào tiếp tục được kế thừa, và quan hệ giữa hai tiến trình ấy đã định hình đời sống GĐPTVN tại Hoa Kỳ như thế nào.
Nhìn từ chiều dài ấy, “sự thống nhất của lý tưởng” không phải là một trạng thái hành chính có thể được xác lập bằng quyết nghị. Nó tồn tại trong chừng mực những thế hệ khác nhau vẫn nhận ra và tiếp tục trao truyền một mục đích giáo dục, một nền tảng tu học và một ý thức phụng sự đã hình thành trong lịch sử chung. Chính khả năng ấy giúp giải thích vì sao, giữa những phân nhánh về cơ cấu, khái niệm Gia Đình Phật Tử Việt Nam vẫn tiếp tục mang một nội hàm lịch sử rộng hơn phạm vi của từng hệ thống điều hành riêng biệt.
VI.9. Lập trường giáo dục và phương thức ứng xử trung hòa của GĐPTVN tại Hoa Kỳ
Một vấn đề cần được làm rõ khi khảo sát lịch sử GĐPTVN tại Hoa Kỳ là cách hiểu về phương thức ứng xử “trung hòa”. Khái niệm này đã được lập văn và sử dụng trong một số văn bản thuộc một cơ cấu GĐPTVN sau năm 2008, nhưng không thể vì thế mặc nhiên xem đây là một nguyên tắc được xác lập thống nhất cho toàn bộ các hệ thống GĐPTVN tại Hoa Kỳ. Trong khảo luận này, “trung hòa” vì vậy được khảo sát trên hai bình diện: thứ nhất, như một khái niệm đã được một số chủ thể tổ chức chính thức hóa trong văn bản; thứ hai, như một phạm trù sử luận dùng để nhận diện một phương thức ứng xử rộng hơn trong tiến trình phát triển của GĐPTVN tại Hoa Kỳ.[144]
Việc một cơ cấu GĐPTVN chính thức sử dụng thuật ngữ “trung hòa” là một dữ kiện lịch sử cần được ghi nhận đúng phạm vi. Tuy nhiên, sự xuất hiện của thuật ngữ trong văn bản không đồng nghĩa với việc chính từ thời điểm ấy phương thức ứng xử mà nó mô tả mới bắt đầu tồn tại. Ngược lại, cũng không thể lấy cách định nghĩa của một cơ cấu làm chuẩn duy nhất để diễn giải toàn bộ lịch sử GĐPTVN tại Hoa Kỳ. Công việc của khảo luận là phân biệt thời điểm khái niệm được gọi tên với quá trình lịch sử của những thực hành mà khái niệm ấy được dùng để giải thích.
Cơ sở trước hết của cách nhận diện này nằm trong chính mục đích được xác định qua các văn kiện căn bản của GĐPTVN. Từ những bản Nội quy hình thành tại Việt Nam đến Nội quy được áp dụng tại Hoa Kỳ, mục đích căn bản vẫn hướng đến việc đào luyện thanh, thiếu, đồng niên thành Phật tử chân chính và góp phần xây dựng xã hội theo tinh thần Phật giáo. Những điều khoản ấy xác định GĐPTVN trước hết như một tổ chức giáo dục Phật giáo, chứ không như một tổ chức được thành lập nhằm thực hiện chương trình của một khuynh hướng chính trị cụ thể.[145] Sự phân biệt này không có nghĩa người Huynh trưởng hay Đoàn sinh đứng ngoài đời sống xã hội; điều nó xác định là chức năng của tổ chức và quyền lựa chọn của cá nhân không phải là một.
Điểm này đặc biệt có ý nghĩa trong hoàn cảnh Hoa Kỳ. Cộng đồng người Việt sau năm 1975 được hình thành từ những kinh nghiệm lịch sử, ký ức chính trị và hoàn cảnh di dân rất khác nhau; đồng thời GĐPTVN tại Hoa Kỳ lại phát triển trong một xã hội dân chủ, nơi mỗi cá nhân có quyền tham dự đời sống dân sự theo nhận thức và trách nhiệm của mình. Trong môi trường ấy, việc duy trì trọng tâm giáo dục cho phép Gia Đình Phật Tử quy tụ những thành viên có thể khác nhau về quan điểm xã hội mà vẫn cùng sinh hoạt trên nền tảng Phật pháp, trách nhiệm giáo dục thanh thiếu niên và truyền thống Áo Lam. Sự thống nhất cần thiết cho sinh hoạt giáo dục vì thế không đòi hỏi sự đồng nhất về mọi nhận thức ngoài phạm vi mục đích của tổ chức.
Nhìn trong chiều dài lịch sử, đây không phải là thái độ thờ ơ trước xã hội. Nội quy GĐPTVN xác định rõ trách nhiệm góp phần xây dựng xã hội theo tinh thần Phật giáo; truyền thống huấn luyện Huynh trưởng cũng đặt việc phụng sự Đạo pháp và dân tộc trong ý thức trách nhiệm của người Phật tử. Bởi vậy, “trung hòa” nếu được sử dụng như một khái niệm sử luận phải được phân biệt với sự vô can, né tránh trách nhiệm hay đứng ngoài những vấn đề của cộng đồng. Điều được trung hòa không phải là trách nhiệm đạo đức, mà là khả năng để những khác biệt ngoài mục đích giáo dục không trở thành tiêu chuẩn duy nhất quyết định tư cách thuộc về Gia Đình Phật Tử.
Sự phân biệt ấy càng cần thiết khi GĐPTVN sinh hoạt trong mối quan hệ lâu dài với Giáo hội. Như đã thấy trong những biến động sau năm 2008, quan hệ với các cơ cấu Giáo hội có thể dẫn đến những cách diễn giải khác nhau về sự trực thuộc và thẩm quyền điều hành. Một phương thức ứng xử trung hòa, theo nghĩa được sử dụng trong khảo luận này, không đồng nghĩa với phủ nhận Giáo hội, tách Gia Đình Phật Tử khỏi Tăng-già hay đặt tổ chức ra ngoài truyền thống Phật giáo. Trái lại, nó chỉ có ý nghĩa khi đặt trên nền tảng quy y Tam Bảo, tôn kính Tăng-già và ý thức rằng mục đích của GĐPTVN thuộc về giáo dục Phật giáo. Vấn đề nằm ở cách duy trì mục đích ấy khi những cơ cấu và quan hệ lịch sử chung quanh nó thay đổi.
Cũng từ đây cần phân biệt ba khái niệm thường dễ bị đặt gần nhau: trung lập, Trung đạo và trung hòa. “Trung lập” thường chỉ một vị thế không đứng về một bên trong một quan hệ đối kháng hoặc, trong ngôn ngữ chính trị – pháp lý, một trạng thái có nội hàm riêng. Trung đạo (Madhyamā-pratipad) là một khái niệm căn bản của Phật học, trước hết chỉ con đường tránh hai cực đoan và, trong những truyền thống tư tưởng Phật giáo về sau, mang những nội hàm triết học sâu rộng hơn.[146] “Trung hòa”, như được dùng trong khảo luận này, không đồng nhất với hai khái niệm ấy. Nó chỉ một phương thức ứng xử thực tiễn, trong đó tổ chức cố gắng không để những đối cực ngoài mục đích giáo dục chi phối toàn bộ đời sống của mình.
Vì vậy, cũng không nên suy diễn rằng “trung hòa” có nghĩa là đứng ở khoảng giữa của mọi tranh luận hoặc chia đều sự đúng sai cho các phía. Một tổ chức giáo dục vẫn phải có Nội quy, kỷ luật, nguyên tắc và những giới hạn cần thiết để bảo vệ mục đích của mình. Người viết sử cũng không thể nhân danh trung hòa để từ chối xác định dữ kiện. Trung hòa trong ứng xử không đồng nghĩa với tương đối hóa sự thật; cũng như trung tính trong phương pháp sử học không có nghĩa mọi cách diễn giải đều có giá trị ngang nhau. Sự kiện vẫn phải được kiểm chứng bằng nguồn; chỉ có sự phán xét về chính danh, động cơ hoặc giá trị tôn giáo của các phía là điều khảo luận này chủ ý không đảm nhiệm.
Nếu nhìn theo cách ấy, phương thức trung hòa không phải là một công thức cố định mà là kết quả của quá trình thích ứng. Tại Hoa Kỳ, GĐPTVN phải tồn tại giữa nhiều thế hệ di dân, nhiều môi trường tự viện, những khác biệt về ngôn ngữ, văn hóa và quan niệm tổ chức. Khả năng duy trì một không gian giáo dục chung đòi hỏi tổ chức vừa biết xác định những giới hạn căn bản của mình, vừa tránh biến mọi khác biệt thành một điều kiện loại trừ. Thích ứng ở đây không phải là không có căn cội; trái lại, chính việc nhận biết điều gì thuộc về căn cội mới cho phép phân biệt điều cần bảo tồn với điều có thể dung hợp.
Trong chiều sâu ấy, có thể nhận ra một mối liên hệ giữa phương thức ứng xử trung hòa và tinh thần Trung đạo của Phật giáo, nhưng mối liên hệ này cần được diễn đạt thận trọng. Khảo luận không cho rằng GĐPTVN đã chính thức xây dựng một học thuyết tổ chức từ giáo lý Trung đạo. Điều có thể nói là tinh thần tránh cực đoan, không chấp thủ vào những đối cực và đặt hành động trong tương quan với mục đích giáo dục Phật giáo cung cấp một khung tham chiếu thích hợp để lý giải phương thức ứng xử nói trên.[147] Đây là một sự diễn giải sử luận trên nền tảng Phật học, không phải một điều khoản của Nội quy.
Từ góc độ lịch sử, giá trị của phương thức ấy có thể được đánh giá qua khả năng duy trì tính liên tục của đời sống giáo dục trong những hoàn cảnh thay đổi. Qua nhiều thập niên, cơ cấu Giáo hội, môi trường xã hội, thành phần cộng đồng và ngay cả hệ thống điều hành GĐPTVN tại Hoa Kỳ đều trải qua những chuyển biến; trong khi mục đích đào luyện người Phật tử và trách nhiệm giáo dục thanh thiếu niên vẫn tiếp tục được xác nhận trong các văn kiện và thực hành tổ chức. Chính độ bền tương đối của mục đích giữa những biến đổi của hoàn cảnh là dữ kiện cho phép người nghiên cứu nhận diện một phương thức ứng xử có tính liên tục, dù phương thức ấy chưa từng được định danh chính thức là “trung hòa”.
Bởi vậy, trong phạm vi khảo luận này, “trung hòa” nên được hiểu như một khái niệm sử luận hơn là một danh xưng tổ chức. Nó mô tả khả năng giữ trọng tâm nơi mục đích giáo dục, duy trì căn tính Phật giáo và đồng thời thích ứng với những khác biệt của môi trường lịch sử. Hiểu như thế, trung hòa không phải là đứng ngoài lịch sử, mà là một cách đi xuyên qua lịch sử: biết rõ căn cội để không biến chính căn cội thành nguyên nhân của sự đối lập, và biết thích ứng mà không để sự thích ứng làm mất đi điều mình có trách nhiệm trao truyền.
NHẬN ĐỊNH SỬ HỌC
Giai đoạn 2008–2024 có lẽ là một trong những thời kỳ khó khảo sát nhất trong lịch sử GĐPTVN tại Hoa Kỳ. Khoảng cách thời gian còn tương đối gần; nhiều nhân vật trực tiếp tham dự các biến động vẫn còn hiện diện; nguồn tư liệu phần lớn được hình thành trong chính hoàn cảnh tranh luận; và cùng một sự kiện có thể được ghi nhận bằng những ngôn ngữ rất khác nhau tùy theo vị trí của người viết. Bởi vậy, nếu lịch sử giai đoạn này được dựng lại chủ yếu từ Giáo chỉ, quyết định, nghị quyết, hồi ký hoặc những bản tường trình của các phía liên hệ, người nghiên cứu rất dễ thu hẹp gần hai thập niên đời sống GĐPTVN thành lịch sử của một cuộc khủng hoảng tổ chức.[148] Bản thân những biến động ấy là dữ kiện không thể lược bỏ, nhưng chúng không phải là toàn bộ lịch sử của thời kỳ.
Điều hiện ra rõ hơn khi đặt các nguồn tư liệu hành chính bên cạnh đời sống thực tế là độ chênh giữa lịch sử của cơ cấu và lịch sử của một cộng đồng giáo dục. Sau năm 2008, sự thống nhất của hệ thống điều hành bị thay đổi đáng kể; nhiều cơ cấu Ban Hướng Dẫn cùng hiện diện, với những quan hệ tổ chức và cách xác lập thẩm quyền khác nhau. Nhưng trong cùng khoảng thời gian ấy, các đơn vị vẫn sinh hoạt, những chương trình tu học và huấn luyện vẫn được duy trì, Huynh trưởng mới tiếp tục được đào tạo và các thế hệ Đoàn sinh vẫn trưởng thành trong màu áo Lam. Hai thực tại ấy cùng tồn tại và đều phải được tính đến nếu muốn nhận diện đầy đủ bản chất của giai đoạn.
Từ đó, khảo luận này vận dụng sự phân biệt giữa lịch sử định chế (institutional history) và lịch sử đời sống tổ chức (organizational life).[149] Bình diện thứ nhất khảo sát cơ cấu, thẩm quyền, văn kiện, nhân sự và quan hệ giữa các thiết chế; bình diện thứ hai quan tâm đến cách một tổ chức thực sự tồn tại qua sinh hoạt cơ sở, giáo dục, huấn luyện, ký ức tập thể và sự chuyển giao giữa các thế hệ. Đối với một thiết chế giáo dục Phật giáo như GĐPTVN, hai bình diện ấy không thể tách rời nhưng cũng không thể thay thế cho nhau. Văn kiện cho biết tổ chức được xác lập và điều hành như thế nào; đời sống tổ chức cho biết truyền thống ấy đã được con người tiếp tục sống và trao truyền ra sao.
Sự phân biệt này đặc biệt quan trọng đối với cách đọc biến động năm 2008. Nếu lấy sự thống nhất hành chính làm tiêu chuẩn duy nhất của tính liên tục, sự xuất hiện của nhiều hệ thống điều hành có thể được diễn giải như một sự đứt gãy. Nhưng nếu đối chiếu thêm mục đích giáo dục, các bản Nội quy, hệ thống tu học – huấn luyện và thực tiễn sinh hoạt, một hình ảnh phức tạp hơn xuất hiện: sự phân nhánh về cơ cấu diễn ra đồng thời với sự tiếp nối của nhiều thành tố thuộc truyền thống giáo dục chung.[150] Nhận định này không phủ nhận những bất đồng, càng không mặc nhiên xem mọi hệ thống là đồng nhất; nó chỉ xác định rằng thay đổi cơ cấu và đoạn tuyệt truyền thống là hai khái niệm lịch sử khác nhau.
Chính tại điểm ấy, hai khái niệm “phân nhánh” và “tiếp nối” trở thành hai trục phân tích của giai đoạn 2008–2024. “Phân nhánh” mô tả một biến chuyển có thể nhận diện ở tầng tổ chức: từ một cơ cấu điều hành tương đối thống nhất xuất hiện những hệ thống khác nhau. “Tiếp nối” mô tả một tiến trình khác: mục đích đào luyện người Phật tử, lý tưởng Bi – Trí – Dũng, chương trình tu học – huấn luyện, ký ức Áo Lam và đời sống giáo dục tiếp tục được trao truyền qua các thế hệ. Hai tiến trình không phủ định nhau. Phân nhánh là dữ kiện của lịch sử cơ cấu; tiếp nối là dữ kiện của lịch sử đời sống. Chỉ khi đặt chúng cạnh nhau, người nghiên cứu mới tránh được cả hai cực đoan: hoặc viết lịch sử như một hồ sơ tranh chấp, hoặc làm mờ những khác biệt có thật bằng một diễn ngôn hòa hợp.
Cách nhìn ấy cũng làm thay đổi ý nghĩa của khái niệm “trung hòa” được sử dụng trong chương này. Trung hòa không phải là tiền đề được đặt ra trước rồi dùng để giải thích các sự kiện; càng không phải một nguyên tắc thành văn mà GĐPTVN đã chính thức ban hành. Nó chỉ có thể được đề xuất sau khi khảo sát tiến trình lịch sử, như một khái niệm phân tích nhằm mô tả khả năng duy trì trọng tâm giáo dục giữa những hoàn cảnh và quan hệ tổ chức khác nhau.[151] Vì thế, giá trị sử luận của khái niệm này không nằm ở tên gọi, mà ở câu hỏi mà nó giúp đặt ra: bằng cách nào một tổ chức giáo dục có thể thích ứng với những biến đổi chung quanh mà không để những biến đổi ấy thay thế mục đích đã làm nên lý do tồn tại của mình?
Từ đây, giai đoạn 2008–2024 còn cho thấy một chuyển đổi sâu hơn trong vấn đề lịch sử mà GĐPTVN tại Hoa Kỳ phải đối diện. Những thập niên đầu sau năm 1975 chủ yếu đặt ra câu hỏi về khả năng tái lập một truyền thống trong hoàn cảnh lưu cư; những thập niên kế tiếp là quá trình xây dựng định chế, mở rộng tổ chức và hình thành thế hệ kế thừa. Đến giai đoạn này, vấn đề không còn chủ yếu là liệu GĐPTVN có thể tồn tại tại Hoa Kỳ hay không, mà là truyền thống ấy có thể tiếp tục bằng cách nào khi đồng thời phải đối diện với phân nhánh tổ chức, chuyển đổi thế hệ, thay đổi ngôn ngữ và một môi trường giáo dục ngày càng khác xa hoàn cảnh đã sản sinh ra nó. Chính sự chuyển đổi của câu hỏi lịch sử này làm cho giai đoạn 2008–2024 có vị trí riêng trong toàn bộ tiến trình nửa thế kỷ.
Ở bình diện này, khả năng thích ứng không nên được đặt đối lập với sự bảo tồn truyền thống. Lịch sử GĐPTVN tại Hoa Kỳ từ sau năm 1975 cho thấy sự tiếp nối chưa bao giờ đồng nghĩa với việc tái tạo nguyên vẹn một hình thức của quá khứ. Việc tổ chức lại cơ cấu tại một quốc gia mới, điều chỉnh chương trình sinh hoạt, sử dụng song ngữ, ứng dụng phương tiện truyền thông hay tìm những phương thức huấn luyện phù hợp với đời sống Hoa Kỳ đều là những hình thức thích ứng. Vấn đề sử học vì thế không phải là “có thay đổi hay không”, mà là “điều gì đã thay đổi, điều gì được giữ lại, và bằng cách nào những thay đổi ấy vẫn cho phép người trong cuộc nhận ra sự liên tục của truyền thống?” Đây chính là ý nghĩa sâu hơn của khả năng phân biệt giữa những gì cần thích ứng và những gì cần gìn giữ mà giai đoạn này đặt ra.
Tuy nhiên, cũng cần thận trọng trước một kết luận quá thuận chiều rằng sự tiếp nối tự nó chứng minh mọi thử thách đã được vượt qua. Sự tồn tại của các đơn vị, trại huấn luyện hay những thế hệ Huynh trưởng kế tiếp cho thấy tính liên tục, nhưng chưa đủ để chứng minh chất lượng giáo dục không suy giảm, sự chuyển giao thế hệ đã hoàn tất hoặc những khác biệt tổ chức không để lại hệ quả lâu dài. Những vấn đề ấy đòi hỏi những khảo sát khác về nhân số, ngôn ngữ, chương trình tu học, mức độ tham dự của thế hệ thứ hai và thứ ba, cũng như khả năng đào tạo nhân sự kế thừa. Nhận định sử học vì thế phải dừng ở giới hạn mà nguồn tư liệu cho phép: có thể xác định sự tiếp nối; chưa thể từ sự tiếp nối suy ra sự toàn vẹn hay thành công tuyệt đối.
Đây cũng là lý do khảo luận lựa chọn sự tiếp nối như sợi chỉ xuyên qua giai đoạn 2008–2024, nhưng không sử dụng nó để che phủ hiện tượng phân nhánh. Hai khái niệm phải được giữ trong một thế cân bằng phương pháp: phân nhánh giúp nhận diện những thay đổi thực sự của cơ cấu; tiếp nối giúp nhận diện những gì không biến mất cùng với cơ cấu cũ. Một bên giải thích sự biến đổi; bên kia giải thích tính liên tục. Lịch sử của GĐPTVN tại Hoa Kỳ trong giai đoạn này nằm chính trong sự tương tác giữa hai tiến trình ấy, chứ không hoàn toàn thuộc về một phía nào.
Nhìn lại từ năm 2024, ý nghĩa của thời kỳ này vì thế không nằm ở việc xác định bên nào đã bảo tồn lịch sử đầy đủ hơn, cũng không phải ở việc dùng khoảng cách thời gian để xóa đi những khác biệt từng tồn tại. Ý nghĩa sử học nằm ở chỗ khác: một truyền thống giáo dục đã đi qua một giai đoạn mà tính thống nhất của cơ cấu bị thử thách, trong khi tính liên tục của đời sống vẫn có thể được nhận diện. Chính sự đồng thời ấy buộc người viết sử phải mở rộng đối tượng của mình từ văn kiện sang con người, từ bộ máy sang sinh hoạt, từ quyết định hành chính sang quá trình trao truyền giữa các thế hệ.
Nếu giai đoạn 1975–1981 đặt ra vấn đề tái lập; 1981–1988 là tiến trình thể chế hóa; 1989–1997 biểu hiện sự trưởng thành của một cơ cấu đã định hình; và 1997–2008 đặt trọng tâm vào khả năng điều hợp một hệ thống đã phát triển, thì 2008–2024 có thể được nhận diện như giai đoạn mà tính liên tục của truyền thống được thử thách trong chính sự phân nhánh của cơ cấu và sự chuyển đổi của môi trường giáo dục. Theo cách phân kỳ ấy, đây không phải một ngoại lệ nằm ngoài tiến trình nửa thế kỷ, mà là kết quả của những vấn đề đã tích lũy từ các giai đoạn trước và đồng thời là tiền đề cho câu hỏi của thời kỳ kế tiếp.
Sau cùng, điều mà giai đoạn 2008–2024 để lại cho lịch sử GĐPTVN tại Hoa Kỳ không phải một công thức về cơ cấu lý tưởng, cũng chưa phải câu trả lời cuối cùng cho quan hệ giữa truyền thống và thích ứng. Điều có thể nhận diện rõ hơn là một kinh nghiệm lịch sử: tính liên tục của một tổ chức giáo dục không được bảo đảm chỉ bởi sự tồn tại của bộ máy, cũng không thể được duy trì chỉ bằng ký ức về quá khứ. Nó được tái tạo khi những giá trị đã nhận lãnh còn có thể được hiểu, thực hành và trao truyền bởi những con người của một hoàn cảnh mới. Trong ý nghĩa ấy, “tiếp nối” không phải là đứng yên trước lịch sử. Tiếp nối chính là khả năng đi qua biến đổi mà vẫn còn nhận ra điều gì đã làm nên mình.

[129] Đến năm 2024, nhiều hệ thống Ban Hướng Dẫn cùng hoạt động tại Hoa Kỳ dưới danh xưng GĐPTVN, với mối liên hệ tổ chức khác nhau. Việc xác định quá trình hình thành, cơ cấu và hoạt động của từng hệ thống sẽ được trình bày ở các mục chuyên khảo tiếp theo, dựa trên văn kiện nguyên cấp và đối chiếu nhiều nguồn tư liệu.
[130] Khái niệm “tiếp nối” ở đây không được hiểu như sự phủ nhận những biến động tổ chức đã diễn ra, mà nhằm nhấn mạnh tính liên tục của đời sống giáo dục Gia Đình Phật Tử tại các đơn vị.
[131] Hệ thống huấn luyện Huynh trưởng của GĐPTVN gồm các trại Lộc Uyển, A Dục, Huyền Trang và Vạn Hạnh, tương ứng với những cấp độ đào tạo khác nhau về Phật pháp, phương pháp giáo dục, năng lực tổ chức và trách nhiệm lãnh đạo. Các bản thảo lịch sử hiện có đều ghi nhận công tác huấn luyện là một yếu tố bảo đảm tính liên tục của tổ chức từ giai đoạn đầu tại Hoa Kỳ đến những năm sau 2008.

[133] Trong thực tế tại Hoa Kỳ, các chương trình huấn luyện Huynh trưởng đã được tổ chức dưới nhiều hình thức như tập trung, hàm thụ, học theo từng giai đoạn và sinh hoạt thực tập tại địa phương, nhằm thích ứng với khoảng cách địa lý, điều kiện thời gian và hoàn cảnh sinh hoạt của Huynh trưởng.

Việc sử dụng danh xưng “toàn quốc” trong mục này theo tên gọi chính thức của Đại hội, không được hiểu như một xác định về phạm vi đại diện đối với các hệ thống GĐPTVN khác cùng hoạt động tại Hoa Kỳ.

Cơ cấu điều hành có thể thay đổi mà không đồng nghĩa toàn bộ đời sống giáo dục đồng thời bị gián đoạn; vì thế hai lớp sử liệu cần được khảo sát song hành.

[141] Việc nhiều cơ cấu điều hành cùng tồn tại sau năm 2008 không đồng nghĩa với việc các nền tảng giáo dục của GĐPTVN lập tức trở thành những hệ thống hoàn toàn khác biệt. Nội quy GĐPTVN tu chỉnh tại Đại hội Huynh trưởng toàn quốc ngày 29–30.07.1973 tại Đà Nẵng, Chương I, Điều 2, tiếp tục xác định mục đích: “Đào luyện Thanh, Thiếu, Đồng niên thành Phật tử chân chính” và “Góp phần xây dựng xã hội theo tinh thần Phật giáo”; Điều 3 xác định châm ngôn Bi – Trí – Dũng. Khi khảo luận sử dụng “trung hòa” ở nghĩa rộng hơn, thuật ngữ được dùng như một khái niệm phân tích để khảo sát phương thức ứng xử của một tổ chức giáo dục Phật giáo trước những khác biệt về cơ cấu, Giáo hội, xã hội và chính trị qua nhiều giai đoạn lịch sử.

Sự phân biệt này không nhằm tách hai bình diện thành hai lịch sử độc lập, mà để tránh đồng nhất sự thay đổi của bộ máy điều hành với sự biến đổi của toàn bộ đời sống GĐPTVN.

[151] Thuật ngữ “trung hòa” không được tìm thấy như một nguyên tắc chính thức trong các bản Nội quy – Quy chế được khảo sát cho công trình này. Nó được sử dụng như một khái niệm phân tích hậu nghiệm, nhằm mô tả một phương thức ứng xử được người nghiên cứu nhận diện qua việc đối chiếu mục đích giáo dục thành văn với thực tiễn phát triển của GĐPTVN tại Hoa Kỳ. Thuật ngữ này không đồng nhất với “trung lập” trong ngôn ngữ chính trị – pháp lý, cũng không đồng nhất với Trung đạo (Majjhimā Paṭipadā/Madhyamā-pratipad) trong Phật học; mọi liên hệ giữa phương thức ứng xử nói trên với tinh thần Trung đạo chỉ được sử dụng như một khung diễn giải, không phải như chứng cứ rằng GĐPTVN đã chính thức thiết lập một học thuyết tổ chức mang tên “trung hòa”.

AMID ORGANIZATIONAL TRANSFORMATIONS
AND THE CONTINUITY OF ÁO LAM LIFE (2008–2024)
VI.1. A turning point in the development of GĐPTVN in the United States
Looking back at the history of GĐPTVN in the United States since 1975, one can see that each period was marked by a different kind of challenge. If the early years presented the problem of restoring organizational life under conditions of exile, followed by the process of building a unified coordinating structure and navigating the transformations of Vietnamese Buddhist life overseas, then beginning in 2008, the organization entered a challenge of a fundamentally different nature: how to preserve the unity of its educational ideals while increasingly evident differences emerged in its leadership structures and organizational relationships.
The upheavals of 2008 did not arise as an isolated event. Differences in the understanding of governing authority, the relationship between the Vietnamese Buddhist Youth Association and ecclesiastical structures, and the manner in which the organization should operate had accumulated over time. As a succession of documents was issued in the course of restructuring the Overseas Unified Buddhist Church of Vietnam in the United States, these differences were translated into concrete decisions, creating an important turning point in the history of GĐPTVN in the United States.[127]
What deserves particular attention is that upheaval at the leadership level did not amount to an interruption of the entire life of the Vietnamese Buddhist Youth Association. While differing views concerning organizational authority continued to be debated at the governing level, most local units maintained their regular activities; Buddhist study programs, training camps, and educational programs for junior members continued to be organized in many places. For most members of the Áo Lam community, the rhythm of GĐPT life remained more closely associated with the sound of the assembly whistle, Dharma classes, age-group activities, and traditional camps than with developments at the national leadership level. This reality produced one of the defining characteristics of the period: structural upheaval did not extinguish the vitality of the organization at the grassroots level.
From the perspective of organizational history, this is not an uncommon phenomenon. Once an organization has developed over several decades, its identity no longer depends entirely upon a particular governing structure or generation of leaders; it is also preserved in patterns of communal life, educational traditions, and the collective memory of its members. For GĐPTVN in the United States, after more than three decades of presence in this country, the lived experience of dozens of local units had itself become one of the factors ensuring organizational continuity, even as differences in outlook and methods of governance emerged at the leadership level.
It would nevertheless be incomplete to view the period after 2008 solely through the lens of continuity in local activities. Organizational upheavals also raised questions that earlier periods had never confronted to the same degree: questions concerning the legitimacy of leadership structures, the relationship between the Vietnamese Buddhist Youth Association and Buddhist Churches, the scope of organizational autonomy in governance, and the means of preserving unity in circumstances where multiple organizational systems coexisted. These issues affected not only the work of the Guidance Committees but also the ways in which Leaders and junior members understood the nature and historical continuity of GĐPTVN in the overseas environment.
For this reason, in examining the period from 2008 to 2024, the historian must avoid two opposing extremes. On the one hand, the history of this entire period cannot be reduced to a history of organizational disagreements. On the other, one cannot disregard the upheavals that directly affected the leadership structures and development of GĐPTVN in the United States. Only by placing these two processes side by side—upheaval at the organizational level and continuity in educational life—can the historical character of this period be fully understood.
This is also why the discussion that follows does not approach the period merely through lists of officeholders or administrative decisions, but begins by identifying the defining characteristics of each historical phase. Specific events, Congresses, documents, and transformations will be examined in the following sections as interconnected links within a historical process, rather than as isolated occurrences.
VI.2. From organizational unity to diversity in governing structures
The history of GĐPTVN in the United States after 2008 must be understood within the broader context of Vietnamese Buddhism overseas. The transformations occurring within the organization were not isolated phenomena; rather, they reflected the simultaneous effects of several factors: changes in ecclesiastical leadership structures, the development of the Vietnamese community after more than three decades of settlement, the maturation of a succeeding generation of Leaders, and differing approaches to the organizational model of the Vietnamese Buddhist Youth Association under new circumstances.
Whereas earlier periods had focused on building a unified governing system nationwide, from 2008 onward the central issue was no longer the creation of a structure, but rather different understandings of the legal foundations and organizational tradition underlying that very structure. Some perspectives emphasized the historical relationship between the Vietnamese Buddhist Youth Association and the Buddhist Church as the decisive factor in determining the legitimacy of a Guidance Committee, while others placed greater emphasis upon the authority of the Leaders’ Congress, the continuity of the Internal Regulations, and the uninterrupted life of local units.[128]
From a historiographical standpoint, the important task here is not to determine which position was “right” or “wrong,” but first to recognize the existence of differing interpretations of organizational authority and succession. After 2008, multiple systems of Guidance Committees emerged in the United States, each continuing to use the name GĐPTVN and each asserting its succession to the historical tradition of the organization.[129] This is a historical reality that must be examined through the Congress documents, resolutions, personnel decisions, and Buddhist activities of each respective system.
A necessary distinction must therefore be made: diversity in governing structures is not the same as the formation of different educational traditions. Although the various systems did not share entirely identical organizational relationships or methods of establishing authority, most local GĐPT units continued to function upon familiar foundations: Dharma study, age-group activities, Leader training, fellowship camps, study retreats, cultural programs, and social service. In the everyday lives of many Áo Lam members, belonging to the Vietnamese Buddhist Youth Association continued to be experienced primarily through the local unit, the Grey Shirt, its ideals, and inherited patterns of communal life rather than through developments at the national governing level.
It is precisely here that one must distinguish between organizational structure and organizational life. Structures may change, be modified, or develop into parallel systems; but the educational life of the Vietnamese Buddhist Youth Association can endure only so long as local units continue their activities, Leaders continue to guide junior members, and younger generations continue to find in the Áo Lam community an environment in which to study the Dharma, cultivate character, and preserve Vietnamese cultural identity. The vitality of GĐPTVN in the United States after 2008 therefore cannot be assessed solely through changes in leadership structures; it must also be recognized in the capacity to sustain educational life continuously at the grassroots level.
This characteristic also helps explain why upheavals at the governing level did not necessarily interrupt the entire life of the Vietnamese Buddhist Youth Association. Unlike an organization built primarily upon administrative mechanisms, GĐPTVN is also a Buddhist educational institution, in which local units and individual Leaders directly transmit educational ideals to junior members. The history of the period after 2008 therefore cannot be written solely from documents and resolutions; it must also be discerned in the hundreds of quiet weekly gatherings taking place at temples and Buddhist centers throughout the United States.
Viewed over the longer term, the upheavals of 2008 opened a period in which GĐPTVN in the United States had to confront two processes simultaneously. On the one hand, the various organizational systems continued to define their respective understandings of historical succession and to develop their own governing mechanisms. On the other, the entire Áo Lam community continued to face an unchanged common responsibility: to preserve the educational purpose of the Vietnamese Buddhist Youth Association and prepare succeeding generations for maturation and responsibility. The coexistence of structural diversity and educational continuity thus became one of the defining characteristics of the history of GĐPTVN in the United States during the opening decades of the twenty-first century.
VI.3. The continuity of Vietnamese Buddhist Youth Association life at the grassroots level
One of the most striking features of the history of GĐPTVN in the United States after 2008 is the disparity between transformations in governing structures and the rhythm of life within local units. While the various Guidance Committee systems gradually operated according to differing orientations and organizational relationships, most local Vietnamese Buddhist Youth Association units continued patterns of activity that had been established over several decades. Weekend Dharma classes, Hiệp Kỵ memorial observances, anniversary ceremonies, fellowship camps, training programs, and educational activities for junior members continued to take place within the familiar settings of temples and Buddhist centers throughout the United States.
This reality demonstrates that the vitality of the Vietnamese Buddhist Youth Association is not determined solely by national governing structures. Throughout its development since 1975, the organization’s foundations were built through individual units, individual Leaders, and successive generations of junior members. Once these foundations had taken shape and matured over several decades, they generated a capacity for self-sustenance within educational life, enabling activities to continue even during periods of considerable upheaval in leadership structures. This depth at the grassroots level is one of the factors that helps explain the historical continuity of GĐPTVN in the United States.
This experience also reveals another noteworthy phenomenon: for many Leaders and junior members, their sense of belonging to the Vietnamese Buddhist Youth Association was shaped not primarily by the governing system to which their unit belonged, but by the educational ideal, the Grey Shirt, the study curriculum, and the patterns of communal life with which they had long been associated. This attachment to a shared educational tradition created a layer of continuity extending beyond changes in organizational structure. Consequently, any study of the post-2008 period would be incomplete if based solely upon organizational documents without also examining the lived experience of local units and the experience of participation within the Áo Lam community.
Placed within the broader historical process, this also helps explain why, after many years of coexistence among different organizational systems, GĐPTVN in the United States continued to train Leaders, conduct training camps, maintain fellowship gatherings, and nurture successive generations of Buddhist youth. Such activities demonstrate that the life of an organization cannot be measured solely by the degree of unity in its leadership structure, but also by its capacity to transmit its educational ideals continuously from one generation to the next. This is also the deeper meaning of the concept of “continuity” when looking back upon half a century of GĐPTVN history in the United States.[130]
VI.4. Leader training and the preservation of educational quality under new circumstances
The continuity of grassroots Vietnamese Buddhist Youth Association life after 2008 cannot be separated from the training of Leaders. If weekly activities are where educational ideals are put into practice, training is the environment in which those ideals are properly understood, properly transmitted, and appropriately adapted to changes in society. In a period in which multiple governing systems coexist, training assumes particular importance because it is one of the areas in which the continuity of organizational tradition can be seen most clearly.
From the earliest years of its presence in the United States, the Vietnamese Buddhist Youth Association regarded the training of Leaders as a fundamental condition for building and sustaining the organization. The system of Lộc Uyển, A Dục, Huyền Trang, and Vạn Hạnh training camps not only provided Buddhist knowledge and methods for conducting activities, but also helped cultivate in Leaders a sense of responsibility, discipline, and commitment to the educational ideal. This tradition continued after 2008, although organizational scope, governing mechanisms, and conditions of implementation varied among the different systems and Regions.[131]
A notable feature of this period is that training was no longer concerned solely with supplying additional personnel for local units. Changes within the Vietnamese community in the United States, the maturation of the second and third generations, and the increasingly pervasive influence of communications technology placed new demands upon Leaders. The ability to guide young people could no longer rest solely upon experience inherited from earlier decades; it increasingly required an understanding of developmental psychology, the school environment, immigrant family life, and modes of communication within a multicultural society.
These changes did not diminish the value of the traditional training system. On the contrary, they compelled training to return more deeply to its fundamental purpose: enabling Leaders to recognize what belongs to the essential core that must be preserved and what belongs to method and may therefore be flexibly adapted. The Internal Regulations, study curriculum, ceremonial practices, discipline, and the ideal of Compassion – Wisdom – Courage constitute a common foundation; methods of presentation, language, organizational techniques, and forms of activity, however, must be applied in ways appropriate to the circumstances of each generation of junior members.
In this respect, training camps also became spaces connecting Leaders from different localities and generations. Those who came before transmitted organizational experience, a sense of responsibility, and the ethos of Áo Lam life; younger Leaders brought bilingual abilities, familiarity with American society, and approaches more accessible to junior members raised overseas. The meeting of these two bodies of experience created a form of succession that did not depend entirely upon documents, but was realized through communal living, observation, practice, and the assumption of responsibility.
The opening of Vạn Hạnh I, the Level III Leader Training Camp, in conjunction with the 2008 Congress was a notable expression of this orientation.[132] At a time when the organization was confronting significant questions concerning structure and authority, the establishment of an advanced training program demonstrated that preparing a succeeding generation of leadership remained an important priority. The event also reminds us that the history of this period cannot be read solely through resolutions concerning organizational affairs; alongside those upheavals there remained a sustained effort to prepare individuals capable of assuming responsibility for the future.
Nevertheless, Leader training after 2008 also revealed new limitations and challenges. Great geographical distances, unequal human resources among Regions, professional and family obligations borne by Leaders, and the declining use of Vietnamese among younger generations made extended residential training increasingly difficult. In many instances, programs had to be divided into several stages, combining local study, correspondence study, and shorter periods of concentrated training. These adjustments demonstrate how training sought to adapt to the rhythms of Vietnamese-American life without abandoning the fundamental requirements of the program.[133]
Communications technology also opened new possibilities. Materials could be distributed more rapidly; classes, seminars, and professional exchanges could take place remotely; and Leaders in areas with few local units were no longer as isolated as before. Yet online means could not replace the entire experience of communal life in camp. Discipline, cooperation, endurance under difficult conditions, and the relationship between trainers and trainees still needed to be cultivated through direct experience. The challenge of the new period was therefore not to choose between tradition and technology, but to find ways in which technology could support learning without diminishing the depth of the training experience.
From a historiographical perspective, the persistence of the training system after 2008 reveals a layer of continuity deeper than changes at the governing level. Organizational systems may choose different methods of administration, but Leader training continued to pursue a fundamental objective: preparing individuals capable of self-cultivation, guiding younger members, and preserving the educational ideals of the Vietnamese Buddhist Youth Association in an overseas environment. At this level, tradition does not survive as static memory; it is recreated through each course of study, each camp, and each generation of Leaders who assume responsibility.
Viewed across the entire period, Leader training during 2008–2024 did more than perpetuate existing models. It also became one of the settings in which the organization tested its capacity to adapt to changes in language, culture, and social life. The successes and limitations of that process will directly affect the capacity of GĐPTVN in the United States to preserve the quality of its educational mission in the decades ahead.
VI.5. The Ninth National Leaders’ Congress and efforts to sustain coordination
Following the upheavals that began in 2008, the various structures of GĐPTVN in the United States entered a period of both internal consolidation and the formulation of directions for activity under circumstances in which the organization no longer operated under a single governing system. Within this context, Leaders’ Congresses, conferences, and Buddhist programs continued to be organized according to the mechanisms of each respective system, demonstrating that patterns of governance developed over several decades continued to function even though their scope of application and organizational relationships had changed.[134]
The Ninth National Leaders’ Congress took place within this context. The designation “National” is used here according to the official name of the Congress within the organizational system that convened it; it does not imply that the Congress brought together or represented all GĐPTVN systems operating in the United States during the same period. This distinction is historiographically necessary because, after 2008, the same GĐPTVN tradition continued through different governing structures. Any historical account of a Congress must therefore situate it within the organizational scope of that Congress itself rather than automatically extending its representative character to the entirety of GĐPTVN life in the United States.
Within that scope, the Ninth Congress continued to perform functions established in earlier periods: reviewing the preceding term, discussing future directions, and electing the governing body for the succeeding term. Its historical significance, however, extends beyond its resolutions or the individuals entrusted with office. More noteworthy is the continued operation of the Congress mechanism itself—a form of organizational life that had been developed and institutionalized over earlier decades. Under post-2008 circumstances, this continuity reflected an effort to preserve succession within a tradition of organizational governance amid changes in structure and governing relationships.
The substance of the Congresses during this period also reveals the gradual emergence of new priorities. Whereas earlier periods had emphasized building and consolidating structures, establishing a system of Regions, and expanding local units, after more than three decades of presence in the United States attention increasingly turned toward educational quality, the development of younger generations, the use of technology in administration, and methods of linking Regions across a vast geographical space. This did not necessarily replace earlier responsibilities; rather, it indicated that the questions confronting the organization had shifted from constructing foundations toward sustaining, coordinating, and transmitting what had already been built.
The fundamental principles of the Vietnamese Buddhist Youth Association continued to be invoked in documents and programs of this period: the purpose of training children and young people to become true Buddhists; the ideal of Compassion – Wisdom – Courage; the spirit of the Six Harmonies; and the centrality of education. The persistence of these principles is historically significant: differences in structure had not resulted in the formation of entirely different systems of educational values.[135] In other words, governing structures could branch apart while the language of educational purpose and fundamental values continued to reveal a shared historical foundation.
From a historiographical perspective, the Ninth Congress should therefore be understood as a milestone in the continuing succession of one organizational structure after the turning point of 2008, rather than as evidence of the restoration of a unified national structure. Its significance lies not only in electoral results or leadership personnel, but also in the continued use of the Congress mechanism to affirm responsibility, adjust direction, and prepare resources for the succeeding period. In this respect, a defining feature of post-2008 GĐPTVN history in the United States becomes visible: organizational branching altered the scope of governing structures but did not eliminate the need for institutions, succession, and coordination.
VI.6. The succeeding generation and the transformation of the educational environment
During the first decades after 1975, most junior members of GĐPTVN in the United States were children of Vietnamese immigrants whose families still remained closely connected to the Vietnamese language, historical memory, and traditional patterns of life. By the twenty-first century, however, these circumstances had changed considerably. An increasing proportion of junior members were born and raised in the United States; English became the language most regularly used in school and social life; and knowledge of Vietnam was no longer derived primarily from direct memory, but was mediated through family, temples, community life, and communications media. This generational transition transformed the very environment in which GĐPTVN carried out its educational function.[136]
For generations raised entirely within American society, cultural and religious identity develops amid multiple spheres of influence: family, school, peers, digital media, ethnic community, and Buddhist life. The Vietnamese Buddhist Youth Association therefore no longer operates within an environment in which Vietnamese cultural values can simply be assumed as the common foundation of all junior members. The role of the organization has gradually shifted from continuing a cultural environment already present toward creating a space in which young people can encounter, understand, and establish for themselves a relationship with Buddhism, Vietnamese culture, and the Áo Lam community within a multicultural society.
Changes in the population being educated inevitably require adjustments in educational methods. Bilingual activities have become increasingly common in many units; study and training materials have gradually been translated or prepared in both Vietnamese and English; and the presentation of Buddhist teachings, games, group activities, and communication with young people must take into account the needs of those for whom Vietnamese is no longer the primary language. Such adjustments do not necessarily represent a change in educational purpose. Rather, they reveal an increasingly evident necessity: if the essential content is to be preserved, the method of transmission must be capable of changing according to those who receive it.
Within this process, the role of the Leader has also expanded. Whereas earlier generations placed particular emphasis upon transmitting organizational experience and inherited patterns of activity, Leaders of the new generation must also be prepared to engage the issues junior members encounter in school life, family relationships, encounters among differing systems of values, and the digital environment. The Leader therefore does not merely transmit what has been inherited, but must also explain the meaning of those values within a world different from the one that shaped the Leader’s own formation. This requires a firm grounding in the Dharma, educational competence, and a continuing commitment to learning amid social change.
From a historiographical perspective, this represents a quiet but profound transformation. It did not emerge from a single resolution, nor can it be assigned an absolute date; rather, it developed gradually through the lived experience of individual units, successive groups of junior members, and generations of Leaders. If the earlier history of GĐPTVN in the United States centered upon reestablishing the organization under conditions of migration, a different question now emerged: how could an educational tradition formed within Vietnamese culture continue to be received by generations raised in American society? This question transformed succession from a matter of personnel transfer into the transmission of meaning between generations living in different cultural circumstances.[137]
The fundamental challenge of this period was therefore not merely to maintain the number of units or junior members, but to enable the educational ideals of the Vietnamese Buddhist Youth Association to be received by young people as something meaningful within their own lives. If tradition is preserved only as ritual and memory, the distance between generations may continue to widen; yet if adaptation proceeds to the point that foundational values become obscured, historical continuity itself may be weakened. Between these two limits, the capacity to distinguish what must be preserved from what may be changed became one of the central questions confronting the educational life of GĐPTVN in the United States during the opening decades of the twenty-first century.
In this sense, succession does not mean that one generation reproduces intact the experience of the generation before it. Succession possesses vitality only when inherited values can be understood anew, expressed anew, and practiced under new circumstances without losing their fundamental identity. The conjunction of historical succession and the capacity for adaptation thus became an important characteristic of GĐPTVN history in the United States during this period.
VI.7. The impact of ecclesiastical upheavals and a period of trial for GĐPTVN in the United States
One of the issues that must be approached with particular care when examining the history of GĐPTVN in the United States after 2008 is the impact of the upheavals within the Unified Buddhist Church of Vietnam (GHPGVNTN). Ecclesiastical directives, administrative documents, and changes in the Church’s structure and personnel[138] generated significant developments in Vietnamese Buddhist life overseas and, at the same time, directly affected the organizational dimension of GĐPTVN in the United States.
These effects must be situated within the longstanding historical relationship between the Vietnamese Buddhist Youth Association and the Buddhist Church. From its inception, GĐPTVN functioned within the life of Vietnamese Buddhism, receiving the spiritual guidance, protection, and support of the Sangha; in the United States, most local units were likewise established or sustained within temple settings. Changes in ecclesiastical structures—particularly those concerning governing authority and relations among Buddhist institutions—therefore inevitably affected the ways in which GĐPTVN defined its position and mechanisms of operation.
From a historiographical standpoint, however, it is necessary to distinguish between upheavals within the Buddhist Church and the specific consequences of those upheavals for GĐPTVN in the United States. Not every development within ecclesiastical life affected every temple, community, or GĐPT unit in the same way; nor can changes at the level of ecclesiastical authority be taken as direct evidence that the educational nature of GĐPTVN itself had changed. The consequences most clearly identifiable were organizational: relationships of affiliation, governing authority, the scope of responsibility of the Guidance Committees, and differing understandings of institutional succession.
It was precisely at this level that differing interpretations of the relationship between the Vietnamese Buddhist Youth Association and the Buddhist Church gradually became concrete organizational choices. One tendency emphasized the historical relationship between GĐPTVN and ecclesiastical structures and regarded that relationship as an important basis for determining governing authority; another placed greater emphasis upon the mechanism of the Leaders’ Congress, the Internal Regulations and Leaders’ Regulations, and the succession of the organizational system established in the United States. When these interpretations could no longer be accommodated within a common governing structure, multiple systems of Guidance Committees gradually emerged or were reconstituted, each drawing upon its own documents, historical understanding, and basis of argument.
What must be recognized here is not simply the existence of disagreement itself, but the transformation of disagreement over interpretation into structural branching. This is what distinguished the period after 2008 from earlier periods: differences that might previously have existed within a common system gradually came to be expressed through parallel governing mechanisms. As a consequence, the organizational landscape of GĐPTVN in the United States became more complex, while many Leaders and local units faced difficult choices concerning relationships of participation, organizational affiliation, and the line of succession they recognized.
Here, a reading of history based solely upon administrative documents must be avoided. If the history of this period were reconstructed primarily from ecclesiastical directives, resolutions, organizational titles, and changes in personnel, the entire era could easily appear as a succession of organizational divisions. Yet such documents reveal only one layer of historical reality. At another level, local units continued their activities, study and training programs remained in operation, ceremonies and educational methods continued to be transmitted, and successive generations of junior members continued to mature within different organizational environments.
This distinction is not intended merely to repeat the discussion of grassroots life in the preceding sections, but rather to identify the limitations of administrative sources. Documents can tell us how a structure was established, how authority was asserted, or when a particular decision was issued; by themselves, however, they cannot fully represent the life of hundreds of gatherings, study programs, camps, or educational relationships taking place beyond the written record. In writing the history of an educational organization, therefore, the history of organizational structures must be placed alongside the history of organizational life, rather than allowing the former to stand in for the latter.[139]
From this perspective, developments after 2008 may be understood as a branching of organizational structures rather than a rupture with the educational tradition.[140] The term “branching” does not minimize the differences that emerged, nor does it assume that the resulting systems were merely insignificant variations. It identifies a historical development: from a common origin there emerged different governing structures, while many elements of the educational tradition, methods of training, and organizational memory continued to be inherited by the respective systems.
For this reason, organizational branching should not be interpreted as the immediate birth of entirely separate traditions. Organizational entities may differ in governing relationships, methods of establishing authority, or relationships with ecclesiastical structures, yet all arose from a GĐPTVN history that had already taken shape before those differences emerged. A common origin is a historical fact; how each system interprets and carries forward that origin is a separate question. This distinction allows the historian both to acknowledge a shared inheritance and to avoid obscuring the real differences that subsequently developed.
The opposite extreme must likewise be avoided: emphasizing continuity to such a degree that the consequences of disagreement are minimized. Differences concerning authority and organizational structure diminished the capacity for common coordination and created difficulties in relationships among Guidance Committees, Regions, local units, and individuals. In some instances, the choice of an organizational environment also affected relationships that had been built over many years. These consequences belong to the historical reality of the period and must be acknowledged, although a comprehensive assessment of their extent would require a broader body of evidence than the documents presently available.
Placed within the longer historical trajectory, the challenge of this period therefore lay not simply in whether organizational structures remained unified. At a deeper level, it was a test of whether an educational tradition could preserve its continuity when its organizational environment was no longer as unified as before. Administrative structures are necessary for governance and accountability; yet the long-term existence of an educational organization also depends upon whether its members continue to learn, practice, guide others, and transmit the values they themselves have received.
Observation of this period shows that a comprehensive interruption of GĐPTVN life did not occur. Successive generations of junior members continued to mature, new Leaders continued to be trained, many local units remained active, and educational activities continued within the community. These facts do not erase organizational branching, but they require the historian to distinguish between the weakening of structural unity and the termination of historical continuity. The two phenomena are not the same.
On this principle, the present study does not employ ecclesiastical directives, resolutions, or related documents as grounds for determining winners and losers, primary and subordinate parties, or the legitimacy of competing organizational entities. The task of historical inquiry is first to establish context, verify events, identify the interpretations that existed, and analyze consequences observable in the evidence. Refraining from adjudicating legitimacy does not mean relinquishing the historian’s ability to establish historical fact; on the contrary, precisely this distinction between fact and position prevents the inquiry from becoming an internal account of any particular side.
In this sense, the period after 2008 may be understood as a test of the capacity to sustain tradition under conditions of organizational branching. What the historical record permits us to observe is not that the differences became meaningless, but that they did not encompass the entirety of Vietnamese Buddhist Youth Association life. Historical distance also makes it possible to view the period with greater balance: neither denying differences nor allowing those differences to obscure the shared inheritance.
Ultimately, the history of this period is not merely the history of ecclesiastical directives, organizational documents, or newly formed governing structures. It is also the history of a Buddhist educational community compelled to adapt to the limitations and consequences of its own historical circumstances while retaining the capacity for study and practice, education, and service. The existence of multiple organizational entities therefore does not automatically mean the dissolution of a common ideal; what can be established more cautiously is that structural unity was profoundly tested, while a continuing layer of shared educational purpose and values remained identifiable.[141]
From this reality, the historical question confronting GĐPTVN in the United States is no longer simply whether a single organizational model can be restored. Another question, perhaps more profound historiographically, is this: under conditions in which organizational structures have branched, what elements continue to sustain the historical continuity of a shared tradition?
VI.8. From structural unity to the unity of ideals
One of the important questions arising from the history of GĐPTVN in the United States after 2008 is whether the emergence of multiple governing structures necessarily signifies the rupture of a common tradition. This is not merely a question produced by the upheavals of one period; it bears directly upon how we understand the historical continuity of an organization when its organizational form has changed. If tradition is identified entirely with administrative structure, every structural transformation may be interpreted as either a new beginning or a rupture. Conversely, if tradition alone is emphasized while structure is disregarded, genuine historical differences risk being obscured.
The evidence examined in the preceding sections suggests that these two dimensions must be distinguished. After 2008, the unity of the governing structure clearly changed; yet comparison of the Internal Regulations, educational objectives, motto, training system, and fundamental principles of GĐPTVN life still reveals a body of foundations inherited from the common tradition. The purpose of training children and young people to become true Buddhists, the motto Compassion – Wisdom – Courage, and the foundation of Buddhist education did not arise after the upheavals of 2008; they had been present in the fundamental documents of GĐPTVN for decades and continued to be affirmed in the Internal Regulations applied in the United States.[142]
It is therefore necessary to distinguish structural unity from similarity and continuity at the level of educational ideals. The first concerns authority, systems of Guidance Committees, relationships of affiliation, and mechanisms of governance; the second concerns educational purpose, the foundation of the Dharma, the ideals of the Leader, and educational methods developed throughout the history of GĐPTVN. These two dimensions are closely related but are not identical. A change at the structural level may profoundly affect organizational life, yet it does not follow that every element of the educational tradition simultaneously disappears or is replaced.
This distinction also allows the longer history of GĐPTVN to be viewed more clearly. From the 1951 Nội Quy Trình, through revisions of the Internal Regulations in subsequent decades, to the Internal Regulations applied to GĐPTVN in the United States, formulations concerning structure and organizational relationships changed in response to historical circumstances; meanwhile, the purpose of training Buddhists, the foundations of Buddhist education, and the motto Compassion – Wisdom – Courage display a significant degree of continuity.[143] “Tradition,” therefore, is understood in this study not as the immutability of every organizational form, but as the capacity to identify elements that continue to be transmitted through different historical forms.
This does not diminish the importance of structure. An educational organization that endures over time still requires institutions capable of defining responsibility, coordinating personnel, organizing training, administering finances, and resolving problems arising in communal life. The upheavals after 2008 demonstrated that when unity at this level weakens, the capacity for common coordination is also subject to practical limitations. Thus, the unity of ideals cannot be invoked as a substitute for, or a denial of, the question of organizational unity. These are two categories that must be examined together without being conflated.
Historical distance nevertheless makes it possible to recognize that an organizational structure is not the sole carrier of memory and historical continuity. Internal Regulations, study curricula, systems of training camps, ceremonies, songs, symbols, customary patterns of activity, and especially transmission between generations of Leaders all participate in that process. Through this network of tangible and intangible elements, a young person entering the Vietnamese Buddhist Youth Association at a time far removed from 1951 may still encounter values and methods that had taken shape before that person’s generation was born.
In this sense, the concept of “unity of ideals” must be used cautiously. It does not mean that all existing systems hold identical positions on every organizational question, nor does it imply that past disagreements have been resolved. It is first and foremost a historiographical observation concerning the verifiable area of intersection: a shared historical origin, inherited educational purposes, fundamental principles of Buddhist life, and many elements of study and training methods. This common ground exists alongside genuine differences in structure and authority.
Such an understanding also prevents the historian from reaching either of two extreme conclusions. On the one hand, the existence of multiple systems is insufficient grounds for concluding that GĐPTVN in the United States has become a collection of entirely unrelated traditions. On the other hand, a common origin and shared ideals are not sufficient grounds for denying that genuinely different structures, with distinct organizational relationships and methods of establishing authority, emerged after 2008. Historical continuity and organizational branching therefore do not exclude one another; they are two facts simultaneously present within the same historical period.
From a historiographical perspective, the significance of 2008–2024 therefore does not lie in producing a simple answer as to whether GĐPTVN in the United States “remained united” or “became divided.” Such a formulation forces a complex reality into one of two mutually exclusive categories. The more meaningful inquiry concerns which elements branched, which elements continued to be inherited, and how the relationship between these two processes shaped the life of GĐPTVN in the United States.
Viewed across this longer trajectory, the “unity of ideals” is not an administrative condition that can be established by resolution. It exists insofar as successive generations continue to recognize and transmit an educational purpose, a foundation of Buddhist practice, and an ethos of service formed within their common history. This capacity helps explain why, amid structural branching, the concept of the Vietnamese Buddhist Youth Association continues to carry a historical meaning broader than the boundaries of any single governing system.
VI.9. The educational stance and a conciliatory mode of engagement of GĐPTVN in the United States
One issue requiring clarification in examining the history of GĐPTVN in the United States is the meaning of the mode of engagement described as “Trung Hòa”. The term was formally articulated and employed in certain documents belonging to one GĐPTVN organizational structure after 2008, but this does not permit it to be regarded automatically as a principle uniformly established across all GĐPTVN systems in the United States. In this study, “Trung Hòa” is therefore examined on two levels: first, as a concept formally articulated in documents by certain organizational actors; and second, as a historiographical category used to identify a broader mode of engagement within the historical development of GĐPTVN in the United States.[144]
The formal use of the term “Trung Hòa” by one GĐPTVN structure is a historical fact that must be recorded within its proper scope. The appearance of the term in written documents, however, does not mean that the mode of engagement it describes began only at that moment. Conversely, the definition adopted by one organizational structure cannot be treated as the sole standard for interpreting the entire history of GĐPTVN in the United States. The task of this study is to distinguish the moment at which a concept was given a name from the historical development of the practices that the concept is used to explain.
The first basis for this interpretation lies in the stated purposes found in the fundamental documents of GĐPTVN itself. From the Internal Regulations developed in Vietnam to those applied in the United States, the fundamental purpose remained the training of children and young people to become true Buddhists and contributing to society in the Buddhist spirit. These provisions define GĐPTVN primarily as a Buddhist educational organization, rather than as an organization established to carry out the program of a particular political tendency.[145] This distinction does not mean that Leaders or junior members stand outside social life; rather, it establishes that the function of the organization and the freedom of choice of the individual are not the same thing.
This distinction is particularly significant in the United States. The Vietnamese community after 1975 was formed from widely differing historical experiences, political memories, and circumstances of migration; at the same time, GĐPTVN in the United States developed within a democratic society in which individuals have the right to participate in civic life according to their own judgment and responsibilities. In such an environment, maintaining an educational focus allows the Vietnamese Buddhist Youth Association to bring together members who may differ in their social views while continuing to participate in a common life grounded in the Dharma, responsibility for the education of young people, and the Áo Lam tradition. The unity required for educational life therefore does not demand uniformity in every form of understanding beyond the purposes of the organization.
Viewed over the longer course of history, this is not an attitude of indifference toward society. The Internal Regulations of GĐPTVN explicitly affirm the responsibility to contribute to society in the Buddhist spirit; the tradition of Leader training likewise places service to the Dharma and the nation within the responsibilities of a Buddhist. Thus, if “Trung Hòa” is employed as a historiographical concept, it must be distinguished from indifference, avoidance of responsibility, or withdrawal from the concerns of the community. What is being reconciled is not moral responsibility, but the capacity to prevent differences lying outside the organization’s educational purpose from becoming the sole criterion determining one’s belonging to the Vietnamese Buddhist Youth Association.
This distinction becomes even more necessary in light of GĐPTVN’s longstanding relationship with the Buddhist Church. As the upheavals after 2008 demonstrate, relationships with ecclesiastical structures can generate different interpretations concerning affiliation and governing authority. A conciliatory mode of engagement, in the sense employed in this study, does not mean rejecting the Buddhist Church, separating the Vietnamese Buddhist Youth Association from the Sangha, or placing the organization outside the Buddhist tradition. On the contrary, it has meaning only when grounded in taking refuge in the Triple Gem, reverence for the Sangha, and recognition that the purpose of GĐPTVN belongs fundamentally to Buddhist education. The question concerns how that purpose can be maintained when the structures and historical relationships surrounding it change.
Three concepts that may easily be placed in proximity must therefore be distinguished: neutrality, the Middle Way, and Trung Hòa. “Neutrality” ordinarily denotes a position of not taking one side in an antagonistic relationship or, in political and legal language, a status possessing its own specific meaning. The Middle Way (Madhyamā-pratipad) is a fundamental Buddhist concept, referring first to the path that avoids two extremes and, in later Buddhist philosophical traditions, acquiring broader and deeper philosophical meanings.[146] “Trung Hòa,” as employed in this study, is identical to neither. It refers to a practical mode of engagement through which an organization seeks to prevent opposing forces outside its educational purpose from dominating the entirety of its life.
It would therefore also be mistaken to infer that “Trung Hòa” means occupying the midpoint of every controversy or distributing right and wrong equally among opposing sides. An educational organization must still possess Internal Regulations, discipline, principles, and necessary boundaries to protect its purpose. Nor can a historian invoke conciliation as a reason to decline to establish facts. A conciliatory mode of engagement does not mean relativizing truth, just as neutrality in historical method does not mean that every interpretation possesses equal validity. Events must still be verified through evidence; what this study deliberately refrains from undertaking is the adjudication of legitimacy, motives, or religious worth among the respective parties.
Understood in this way, Trung Hòa is not a fixed formula but the outcome of a process of adaptation. In the United States, GĐPTVN has had to exist among different generations of immigrants, varied temple environments, and differences in language, culture, and organizational outlook. The capacity to sustain a common educational space requires the organization both to identify its fundamental boundaries and to avoid turning every difference into a condition for exclusion. Adaptation here does not mean rootlessness; on the contrary, it is precisely the recognition of what belongs to one’s roots that makes it possible to distinguish what must be preserved from what may be accommodated.
At this deeper level, a relationship may be discerned between a conciliatory mode of engagement and the Buddhist spirit of the Middle Way, but this relationship must be expressed cautiously. This study does not claim that GĐPTVN formally constructed an organizational doctrine from the Buddhist teaching of the Middle Way. What can be said is that the spirit of avoiding extremes, refraining from attachment to opposing poles, and situating action in relation to the purposes of Buddhist education provides an appropriate frame of reference for interpreting this mode of engagement.[147] This is a historiographical interpretation grounded in Buddhist thought, not a provision of the Internal Regulations.
From a historical perspective, the value of such an approach may be assessed through its capacity to preserve the continuity of educational life amid changing circumstances. Over several decades, ecclesiastical structures, the social environment, the composition of the community, and even the governing systems of GĐPTVN in the United States underwent significant transformations, while the purpose of cultivating Buddhists and the responsibility of educating young people continued to be affirmed in organizational documents and practice. It is precisely the relative durability of purpose amid changing circumstances that allows the historian to identify a continuing mode of engagement, even when that mode was not always formally designated as “Trung Hòa.”
Accordingly, within the scope of this study, “Trung Hòa” should be understood as a historiographical concept rather than as a designation for the organization as a whole. It describes the capacity to maintain educational purpose at the center, preserve Buddhist identity, and at the same time adapt to the differences produced by historical circumstances. Understood in this way, Trung Hòa does not mean standing outside history, but rather a way of moving through history: knowing one’s roots clearly enough not to turn those very roots into a cause of opposition, and knowing how to adapt without allowing adaptation to erase what one has a responsibility to transmit.
HISTORIOGRAPHICAL ASSESSMENT
The period 2008–2024 is perhaps one of the most difficult to examine in the history of GĐPTVN in the United States. The temporal distance remains relatively short; many of those who directly participated in the upheavals are still present; much of the documentary record was produced within the very context of controversy; and the same event may be recorded in markedly different language depending upon the position of the writer. Consequently, if the history of this period is reconstructed primarily from ecclesiastical directives, decisions, resolutions, memoirs, or accounts produced by the parties involved, the researcher can easily reduce nearly two decades of GĐPTVN life to the history of an organizational crisis.[148] Those upheavals are themselves historical facts that cannot be omitted, but they do not constitute the entirety of the period.
What becomes clearer when administrative sources are placed alongside lived experience is the disparity between the history of structures and the history of an educational community. After 2008, the unity of the governing system changed significantly; multiple Guidance Committee structures came to coexist, with different organizational relationships and methods of establishing authority. Yet during the same period, local units continued their activities, study and training programs remained in operation, new Leaders continued to be trained, and successive generations of junior members continued to mature within the Áo Lam community. These two realities coexisted, and both must be taken into account if the character of the period is to be understood fully.
The present study therefore employs the distinction between institutional history and organizational life.[149] The first examines structures, authority, documents, personnel, and relationships among institutions; the second concerns the ways in which an organization actually exists through grassroots activities, education, training, collective memory, and transmission between generations. For a Buddhist educational institution such as GĐPTVN, these two dimensions cannot be separated, but neither can one substitute for the other. Documents tell us how an organization was constituted and governed; organizational life tells us how that tradition continued to be lived and transmitted by human beings.
This distinction is particularly important in interpreting the upheavals of 2008. If administrative unity is taken as the sole criterion of historical continuity, the emergence of multiple governing systems may be interpreted as a rupture. Yet when educational purposes, Internal Regulations, systems of study and training, and lived organizational practice are also compared, a more complex picture emerges: structural branching occurred simultaneously with the continuation of many elements belonging to a shared educational tradition.[150] This assessment neither denies the disagreements nor assumes that all systems are identical; it establishes only that structural change and rupture with tradition are two different historical concepts.
It is at this point that the two concepts of “branching” and “continuity” become the principal analytical axes of the period 2008–2024. “Branching” describes an identifiable transformation at the organizational level: from a relatively unified governing structure emerged different systems. “Continuity” describes another process: the purpose of cultivating Buddhists, the ideal of Compassion – Wisdom – Courage, programs of study and training, the collective memory of the Áo Lam community, and educational life continued to be transmitted across generations. These two processes do not negate one another. Branching is a fact of structural history; continuity is a fact of lived organizational history. Only by placing them alongside one another can the historian avoid both extremes: writing history as a dossier of disputes, or obscuring genuine differences beneath a discourse of reconciliation.
This perspective also changes the significance of the concept of “Trung Hòa” employed in this chapter. Trung Hòa is not a premise imposed in advance and then used to explain historical events. The term was formally articulated in documents belonging to one GĐPTVN organizational structure after 2008, but its presence in those documents does not make it a principle formally adopted by all GĐPTVN systems in the United States. In this study, its broader historiographical significance can therefore be proposed only after examination of the historical process, as an analytical concept describing the capacity to maintain an educational center of gravity amid differing circumstances and organizational relationships.[151] Its historiographical value thus lies not in the designation itself, but in the question it enables us to ask: how can an educational organization adapt to transformations around it without allowing those transformations to replace the purpose that constitutes its reason for being?
From this point, the period 2008–2024 reveals an even deeper transformation in the historical problem confronting GĐPTVN in the United States. The first decades after 1975 were primarily concerned with the capacity to reestablish a tradition under conditions of exile; the following decades saw the construction of institutions, organizational expansion, and the formation of a succeeding generation. By this period, the principal question was no longer whether GĐPTVN could survive in the United States, but how that tradition could continue while simultaneously confronting organizational branching, generational transition, linguistic change, and an educational environment increasingly removed from the circumstances in which the tradition had originally developed. This transformation of the historical question gives the period 2008–2024 its distinctive place within the larger half-century trajectory.
At this level, adaptation should not be placed in opposition to the preservation of tradition. The history of GĐPTVN in the United States since 1975 demonstrates that continuity has never meant the exact reproduction of a past form. Reorganizing structures in a new country, adjusting programs of activity, using two languages, adopting communications technologies, and developing training methods suited to life in the United States are all forms of adaptation. The historiographical question, therefore, is not “whether change occurred,” but rather “what changed, what was preserved, and how did those changes still allow those within the tradition to recognize its continuity?” This is the deeper significance of the capacity to distinguish between what must adapt and what must be preserved that this period brings into view.
At the same time, caution is necessary before reaching the overly favorable conclusion that continuity itself demonstrates that every challenge has been overcome. The continued existence of local units, training camps, and succeeding generations of Leaders demonstrates historical continuity, but it is not sufficient to prove that educational quality has not declined, that generational succession has been completed, or that organizational differences have left no enduring consequences. These questions require further study of membership, language, study curricula, participation among the second and third generations, and the capacity to train succeeding leadership. Historiographical assessment must therefore stop at the limits permitted by the available evidence: continuity can be established; continuity alone cannot establish wholeness or absolute success.
For this reason, the present study takes continuity as the thread running through the period 2008–2024, without using it to obscure the phenomenon of branching. The two concepts must be held in methodological balance: branching enables us to identify genuine changes in organizational structure; continuity enables us to identify what did not disappear with the former structure. One explains transformation; the other explains historical persistence. The history of GĐPTVN in the United States during this period lies precisely in the interaction between these two processes, rather than belonging wholly to either one.
Looking back from 2024, the significance of this period therefore does not lie in determining which side preserved history more completely, nor in using historical distance to erase the differences that once existed. Its historiographical significance lies elsewhere: an educational tradition passed through a period in which the unity of its structures was tested, while the continuity of its lived experience remained discernible. This simultaneity requires the historian to broaden the object of inquiry—from documents to people, from administrative machinery to lived activities, and from administrative decisions to the process of transmission between generations.
If 1975–1981 posed the problem of reestablishment; 1981–1988 represented the process of institutionalization; 1989–1997 marked the maturation of a structure that had taken shape; and 1997–2008 centered upon the capacity to coordinate a system that had already developed, then 2008–2024 may be understood as the period in which the continuity of tradition was tested within the very conditions of structural branching and the transformation of the educational environment. Under this periodization, the era is not an exception standing outside the half-century historical process, but the result of issues accumulated during earlier periods and, at the same time, the foundation for the questions of the period to follow.
Ultimately, what the years 2008–2024 leave to the history of GĐPTVN in the United States is neither a formula for an ideal organizational structure nor a final answer to the relationship between tradition and adaptation. What can be discerned more clearly is a historical experience: the continuity of an educational organization is not guaranteed merely by the existence of its administrative machinery, nor can it be sustained solely through memories of the past. It is recreated when inherited values can still be understood, practiced, and transmitted by people living under new circumstances. In this sense, “continuity” does not mean standing still before history. Continuity is the capacity to pass through change while still recognizing what has made one what one is.

Where this study employs “Trung Hòa” in a broader sense, it functions as an analytical concept for examining the mode of engagement of a Buddhist educational organization toward differences in organizational structure, ecclesiastical relationships, society, and politics across different historical periods.

In the development of Mahāyāna Buddhist thought, the concept of the Middle Way was elaborated more extensively, particularly in the Madhyamaka tradition. The present study invokes only the spirit of avoiding extremes as a Buddhist frame of reference for interpreting this mode of engagement; it does not claim that GĐPTVN formally derived an organizational principle of “Trung Hòa” from the doctrine of the Middle Way.

Because these sources arose from different organizational positions and within the controversies of the period, the present study employs them to establish events, chronology, and stated positions, without automatically adopting the evaluative language or judgments of legitimacy contained in any source.

[149] This study employs the distinction between institutional history and organizational life as an analytical tool. The first category includes Internal Regulations and Leaders’ Regulations, ecclesiastical directives, decisions, Congress resolutions, personnel records, and documents defining organizational relationships; the second includes study and training programs, local-unit activity reports, camp commemorative publications, age-group materials, Buddhist activities, and evidence of transmission between generations. The distinction is not intended to separate these dimensions into two independent histories, but to avoid identifying changes in governing machinery with changes in the entirety of GĐPTVN life.

[151] The term “Trung Hòa” was formally articulated and employed in documents belonging to one GĐPTVN organizational structure in the United States after 2008. Its documentary presence establishes the formal adoption of the term within that particular organizational context, but does not by itself establish it as a principle common to all GĐPTVN systems in the United States. In the broader analysis of this study, “Trung Hòa” is therefore also employed as an ex post facto analytical concept to describe a mode of engagement identified by comparing formally stated educational purposes with the historical practice of GĐPTVN in the United States. The term is not identical to “neutrality” in political and legal discourse, nor to the Buddhist Middle Way (Majjhimā Paṭipadā/Madhyamā-pratipad); any relationship drawn between this mode of engagement and the spirit of the Middle Way serves only as an interpretive framework and does not constitute evidence that GĐPTVN formally established an organizational doctrine called “Trung Hòa.”
